Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance

Mayor Robinson:
Ordinance 2020-12 entitled “An Ordinance Amending Chapter 2, Administration, Article II, City Council, Division 1, Generally, Section 2-29, Committees of the City of Sandwich Municipal Code” presented for passage. Said Ordinance would delete all Committees listed in said Section except for Budget / Finance Committee, Plan Commission, Zoning Board of Appeals, Police Commission, and Police Pension Board.
Alderman Kreinbrink objected to the removal of the Personnel Committee citing matters such as HR, annual reviews, training and education and wage rate studies would be better serviced with a small committee as opposed to the Council as a whole. A question of an “ad hoc” committee might be an alternative. Attorney Harrill indicated a special committee could be appointed as needed.
Motion made by Alderman Littlebrant to adopt Ordinance 2020-12 as presented, and seconded by Alderman Kelleher. Aye: Aldermen Dell, Kelleher, Killey, Littlebrant, Robinson & Whitecotton Nay: Alderman Kreinbrink Motion carried 6:1
Ordinance 2020-14 entitled “An Ordinance Authorizing Boundary Modifications to the Area Known as The DeKalb County Enterprise Zone – Conserv FS-“ presented for passage. Because of time constraints, Council was requested to waive first reading. Conserv FS is planning to rebuild and expand its commercial / industrial facilities at Waterman Service Center in Waterman. This Ordinance represents an amendment to facilitate the investment and expansion
Motion made by Alderman Kelleher, and seconded by Alderman Whitecotton, to waive first reading on Ordinance 2020-14. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Gletty Road Cleanup: Mayor Robinson said the total cost on the Gletty Road cleanup was $126,676.72. He estimated that $3,323.28 will be available for sidewalk replacement and maintenance.

Director of Public Works / City Engineer:
Hydrant flushing will begin on Monday, October 12th through Friday, October 16th. It is expected that the hydrant flushing will begin by 8:00 AM and end by 4:00 PM daily.
Plan Commission regular meeting will be held on Tuesday, October 13, 2020 at 6:30 p.m. in the City Hall Annex, 128 E. Railroad Street, Sandwich, IL 60548. A public hearing is scheduled for PC 2020-02 (714 E. Church Street – 19-36-134-004); the applicant, Jim Haertjens, is requesting a special use permit to allow a residential use in a B-3 zoning district.
2020 Brush Pickup Program: The 2020 Brush Pickup Program ends in October. The last pickup in each ward is as follows.

2020 / 2021 Rock Salt Contract Information: Under the awarded Solicited Bid Contract for 600 tons @ $41.26/ton, cost is $24,756.00. The budgeted amount was $51,355.00; The contract calls for 80% minimum expenditure requirement of 480 tons for $19,804.80. Funds are to be expended from line item 110.0000.65.5365 of the 2020/2021 budget.
2021 Wastewater Treatment Facility Modifications Project: Engineer Horak requested authorization for the Mayor to sign an engineering services agreement with Engineering Enterprises Inc. of Sugar Grove, IL for an amount not to exceed $24,908.00. Funds are to be expended from line item 350.0000.90.6800 Sewer Reserve – Capital Improvements of the 2020/2021 budget.

2020 Public Safety Complex 1251 E. 6th Street: Engineer Horak requested authorization for the Mayor to sign an engineering services agreement with Etscheid, Duttlinger and Associates, Inc of Ottawa, IL for an amount not to exceed $7,000.00. Funds are to be expended from line item 010.0107.90.6800 Capital Improvements – Police Station of the 2020/2021 budget.

Aldermen Reports:
Alderman Kelleher congratulated Mayor Robinson on his retirement from the DeKalb County
Sheriff’s Department and welcomed him as a full-time mayor.
Alderman Kreinbrink asked if the City had received supporting documentation including lien waivers on the Gletty Road cleanup. Mayor Robinson said it is forthcoming prior to the transfer of the 5-acre parcel swap to Matt Christensen.
Announcements: The Finance Committee Meeting will be held on Monday, October 19th, following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Dell to adjourn the Regular Council meeting at 7:43 PM. Motion carried unanimously by voice vote.
