MEETING CALL:
The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00p.m. by President Jim Baenziger at the Village Hall, 101 E. Railroad St., Kingston, DeKalb County, Illinois.
ROLL CALL:
Upon roll call by President Baenziger, the following were in attendance:
Present: 5, President Baenziger, Trustees Frank Altmaier, Dale Coughran, Joe Hengels, John Lynch and Steve Van Buren
Absent: 0.
Also in attendance was the Village Attorney, Kevin Buick.
AGENDA ADDITIONS OR CORRECTIONS:
Trustee Lynch added the DCEDC grant to "New Business".

UNFINISHED BUSINESS:
Property Maintenance The Trustees discussed the need for B&F to produce a letter for the file on 810 Sandra St. Trustee Altmaier will discuss this with Ken Garrett of B&F. A shed was allowed to be put in the front side yard at this residence. No fault of the homeowner. The shed will stay.
Permit Fees The Trustees will wait for a full Board before proceeding.
Windhaven Subdivision Flooding Department of Natural Resources has been surveying in the Windhaven Subdivision this week. The Board discussed the price for the property that needs to be purchased.
NEW BUSINESS:
Regional Planning Commission No action taken by the Board at this time. back up representative.
Sewer Rate Increase The Trustees discussed the need for a sewer increase to keep up with costs from Genoa. Mutual consensus from the Board is to hold off until possibly second quarter.
Ordinance 2020-11 Tax Levy 2020 Tax Levy for the Village of Kingston. This was a First Reading.
Sensus Upgrade The Trustees discussed the need for the water meter reading software and equipment upgrade.
B&F Construction Code Services Motion by Trustee Van Buren, seconded by Trustee Lynch to approve for payment invoice number 54873, dated
October 27, 2020, in the amount of $684.63 for the Mechanical Plan Review, Electrical Plan Review and Energy Code plan Review for 213 W. Railroad.

Vortex Motion by Trustee Lynch, seconded by Trustee Coughran to approve for payment invoice number 6313, dated
November 4, 2020, in the amount of $850.00 for the onsite calibrating of the floats in the one gallon take on the Lift Stations.

Autoread Motion by Trustee Lynch, seconded by Trustee Van Buren to approve for payment invoice number ZA20221836, dated November 6, 2020, in the amount of $1,75.95 for the software support program annual renewal.

Village Loan Mutual consensus from the Board was to go with Resource Bank for a five (5) year loan at 2.75% for an amount of $98,285.00. Clerk Lauderdale will forward all necessary paperwork.
Ordinance 2020-12 An Ordinance disposing of personal property that is owned by the Village and is not longer useable. This was a first reading.
Employee Christmas Bonus The Trustees agreed that the same amount as last year should be given this year, $100.00 for each employee.
Rental Property Ordinance The Trustees discussed the possible need for this type of ordinance.
NEW BUSINESS CONTINUED:
HRGreen Motion by Trustee Lynch, seconded by Trustee Hengels to approved for payment, invoice number 136425, dated July 8, 2020, in the amount of $3,034.54 for General
Consultation professional services from May 16, 2020 to June 12, 2020 for the Village Engineer.

Part-time It Employee Trustee Lynch explained the need for an additional part time IT person for the Village of Kingston.
Krueger & Associates Motion by Trustee Lynch, seconded by Trustee Altmaier to approve for payment invoice number 21496, dated December 1, 2020 in the amount of $1,730.66 for November Accounting Services.

Trustee Lynch discussed that any remaining funds from the DeKalb County Economic Development Grant will be used for a mural at 100 S. Main.
