Village of Somonauk Village Board Met Nov. 11.

Here is the minutes provided by the board:

Village President Grandgeorge called the meeting to order at 6:30 p.m. Roll call was taken. Attending: Trustees: Conley, McMillen, Eade. Whiteaker and Nemcek-Button Absent The meeting was a zoom meeting.

Minutes:

McMillen moved to approve the minutes from October 14, 2020. Trustee Conley seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade –yes, Whiteaker-yes and Nemcek-Button – absent.

Motion Passed

Bills were presented $282,419.20. The major bill being: Heartland Bank $204,000.00 which should be our last GO Bond payment for the storm sewer upgrade and $44,487.07 to the IEPA for the water tower payment.

Motion:

Trustee McMillen moved to approve the bills to November 10, 2020 in the amount of $282,419.20. Trustee Whiteaker seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade- yes and Whiteaker- yes, Nemcek Button- absent.

Motion Passed

Communications:

Grandgeorge announced there was no communications.

Reports of Officers:

Police:

King shared there had been no issues on Halloween or on election day, everything had been quite. The Fire Department is accommodating and sprays the squads and the Police Department with disinfectant on a regular basis.

Conley asked if the Police department had been put on the list for the grant upgrades. Morphey said yes that had been added to the list but we were waiting to see if the Village received the next round of grant.

Water & Sewer & Streets and Alleys:

Wasson reported for Eipers who as in quarantine at the time. Wasson reported Eipers had repaired the air leakson the new Peterbuilt. Lafayette St. which was the 2020 Street Program is completed as well as the SRTS program Sidewalk program).Grandgeorge asked what the spring plans for the sidewalks were. He is concerned about the sidewalks along the Harvest offices. Wasson stated that there was a coal bin that needed to be addresses. Whiteaker asked about the new residence on DeKalb St and East St., there was a section that was not finished. Morphey reported that the home owners asked if he could finish that at a later date after the large trucks were done in the in the yard. Wasson reported we had not heard at this point about the Rebuild 2020 grant we had applied for.

Committee Reports:

Water & Sewer:

Eade had nothing to present for Water & Sewer

Finance:

Morphey reported she had sent out the Tax Levy for 2020-2021. The ordinance came in after the Agenda was published so this is a FYI at this point and will need to be passed. The Village need to have it to both Counties by the last Tuesday in December. Morphey did mention that the GO bonds for the Village for the storm sewer project would be paid. So the residents tax bill should decrease.

Laws & Ordinance:

Nothing to report.

Employee Relations:

Conley presented the new Health insurance proposals for the Village. The new rates will take effect Dec. 1, 2020.

Conley introduce the Blue Choice Preferred plan, which would save the Village a considerable amount. This plan has the same benefits the employees have now. The only difference is what hospital are in the network. Morphey stated she had checked with all the employees and ALL the hospitals were in the new network. She had also checked with the Village Attorney and the village had the ability to change the plans as long as there are not differences.

Motion:

Conley moved to change to the Blue Choice Proffered Gold PPO plan from Dec. 1, 2020 to Dec. 1, 2021 through Crum Halsted. McMillen seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade- yes and Whiteaker-yes, Nemcek Button- absent.

Motion Passed

Street & Alleys:

McMillen presented two bids to remove 7 branch hanger left in trees from the August storm. Tree Scapes from Cortland in the amount of $1,800.00 and from Stephens Tree Service for $1,500.00. Wasson reported that they had found another tree branch in a tree by the park but was not able to get a bid on the addition of that one.

Motion:

McMillen moved to accept Stephens Tree Service bid to remove the 7 branch hangers plus the additional hanger in the tree by the park not to accede $2000.00. Whiteaker seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade- yes and Whiteaker-yes, Nemcek Button- absent.

Motion Passed

Building & Grounds:

Wasson reported he was still waiting for a bid from Cleary Buildings for the replacement of the roof on the concession stand. Morphey stated that Thomas Builders had been asked and they declined to bid on the job. At any rate the roof would probably not be finished until Spring.

Morphey stated that she had received a text from Nemcek-Button stating she had tried to connect in and was unable to gain access.

Grandgeorge stated the board would be informed as to how the meeting will be held next month. Grandgeorge asked for a motion to adjourn. McMillen moved to adjourn everyone was in favor. Meeting adjourned at 7:01 pm.
