DeKalb County Board of Review Met Dec. 7.

The County Board of DeKalb County, Illinois met virtually for the 2020 Organizational Meeting through a cloud-based, peer-to-peer software platform called Zoom. The meeting was called to order at 7:00 p.m. by Chair Pro-Tem, Paul Stoddard.
Mr. Tim Bagby led in the reciting of the Pledge of Allegiance.
ADMINISTRATION OF OATH OF OFFICE TO NEW COUNTY BOARD MEMBERS
DeKalb County Clerk & Recorder Douglas J. Johnson individually administered the Oath of Office to the following newly elected County Board Members:
Kathy Lampkins (R) – District #1
Tim Hughes (R) – District #2
Patrick Deutsch (R) – District #3
Laurie Emmer (R) – District #4
Kiara Jones (D) – District #5
Craig Roman (D) – District #6
Terri Mann-Lamb (D) – #7

ROLL CALL
Chair Pro-Tem Stoddard asked the Clerk to call the roll for the newly seated DeKalb County Board. Those present were Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mr. Bill Cummings, Mr. Patrick Deutsch, Mrs. Laurie Emmer, Mr. Steve Faivre, Mr. John Frieders, Mr. Tim Hughes, Ms. Kiara Jones, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Neill Mohammad, Mr. Jerry Osland, Mr. Roy Plote, Mr. Craig Roman, Ms. Linda Slabon, Mr. Larry West, and Ms. Suzanne Willis. A quorum was established with all twenty-four County Board Members present.
APPROVAL OF AGENDA
Motion
Mr. Bagby moved to approve the agenda and Ms. Crawford seconded the motion. Roll Call Vote
The Clerk called the roll on the motion as presented. Chairman Pro-Tem Stoddard provided the new Board with his well wishes as well as reflected on his experiences as a Board Members for over the past 13 years.

ELECTION OF COUNTY BOARD CHAIR
Nominations
The Chair Pro-Tem called for Nominations for County Board Chair.
Motion
Mr. Plote nominated Mr. John Frieders for County Board Chair. Mr. Luebke seconded the motion.
Chair Pro-Tem Stoddard asked three times if there were any other nominations.
Close Nominations
Hearing no other nominations, Mr. Osland moved to close the nominations for County Board Chair and Ms. Crawford seconded the motion.

Chair Pro-Tem called for a roll call vote to close nominations. Mr. Luebke moved to nominate Ms. Suzanne Willis as Vice-Chair. Ms. Slabon seconded the motion.

Hearing no other nominations, Mr. Bagby moved to close nominations and Mr. West seconded the motion.

PASSING OF THE GAVEL
DeKalb County Administrator Gary Hanson spoke on the “tradition” of passing the ceremonial gavel from one County Board to the next. He explained that the gavel was used as a symbol of conducting “the people’s business” in an orderly and respectful manner, which is thankfully more often than not the norm in DeKalb County, even while other levels of government often appear to be in constant turmoil and not moving forward. Former County Board Chairman Mark Pietrowski, Jr. virtually passed the gavel to newly-elected Board Chairman Mr. John Frieders. Both Mr. Pietrowski and Mr. Frieders said a few words.
COUNTY BOARD COMMITTEE APPOINTMENTS
All County Board Members reviewed the proposed County Board Standing Committee Appointments. Motion
Mr. Faivre moved to approve the Standing Committee Appointments as presented. Ms. Crawford seconded the motion.
Roll Call Vote
Chairman Frieders called for a roll call on the approval of the County Board Standing Committee Appointments. Those Members voting yea were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Ms. Jones, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann-Lamb, Mr. Mohammad, Mr. Osland, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Ms. Willis, and Chairman Frieders. None were opposed. The motion carried unanimously.

Mr. Cummings moved to adjoum the meeting at 7:44 p.m. and Mrs. Lampkins seconded the motion.
