Executive Session: Mayor requested Executive Session at the end of the meeting for FOP contract under 5 ILCS 120 / Section 2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees”; and for personnel under 5 ILCS 120 / Section 2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity” No action will be taken after Executive Session.

Director of Public Works / City Engineer Horak
1. Lower Little Rock Creek Watershed Study: Goals Workshop Meeting is scheduled for Wednesday, February 17, 2021 at 10:00 am. Audience participation in the workshop meeting will assist in setting the watershed project goals and priorities. Reports are due to the IEPA (IL Environmental Protection Agency) in August, 2021. The meeting will be a virtual meeting.
2. 2021 Duvick Avenue/Church Street and Indian Springs Drive/Church Street Traffic Signal Modification Project: Engineer Horak has sent an email to the fire chief requesting information on their emergency equipment, such as manufacturer. He is hoping to have a bid opening ready the next month. There will be an interconnect between the intersections at Indian Springs and Duvick Avenue.
3. Keystone Power Holdings Evaluation of Potential Solar Array for the WWTF: Engineer Horak explained that Keystone feels that the wetland area, between the creek and pond at the Wastewater Treatment Plant (WWTP), is the best site for a solar array. This area is part of a flood plain. Keystone will prepare necessary plans to regulatory agencies for building approval within the flood plain and wetland area. Once approval is received, Keystone will require a Letter of Intent from the City allowing them to move forward with the project. By terms of the Letter of Intent, the City would be working exclusively with Keystone for a period of six months at said location.
4. Main Street- Center to 2nd Sidewalk and Street Light Replacement: HLR (Hampton, Lenzini & Renwick) engineering costs for the sidewalk, street lighting and pavement, (that includes surveying and engineering of the site) are to be paid up front in the amount of $101,675.00. The proposal excludes any unknown coal chutes under the sidewalks that will increase the cost by $20,000.00. The proposal for the first phase in 2021 will be the construction of the sidewalk and street lighting, and the next phase would be the reconstruction of utility. Construction observation is estimated to be six weeks.
5. WWTF Modifications Project: Engineer Horak reported that the project scope will be finalized through February 15th instead of the February 1st. The list of wants versus needs are being reviewed for costs and qualifying for funding thru the IEPA. One of the modifications that took place in 2000-2001 regarding the generator will hopefully be included in the upgrades. The engineering agreement should be available after the 15th. There is a possibility the City can get on the January, 2021 list for IEPA funding. The first payment on the new debt would become due when the current existing loan is paid.
6. Clark Street WTP Pressure Filter Media Replacement Project: Engineer Horak advised that the IEPA Permit has been received. Bid openings will be held on Wednesday, February 10th. Budget estimate is $190,000.00
7. 21-00000-00-GM: Engineer Horak is preparing the MFT project list for this summer that includes, but not limited to, a portion of County Line Road from Gletty Road to a portion of Sheridan Blacktop to be cost-split with Somonauk, widening edges of County Line Road, mill and fill the Fairwind Boulevard / Center Street intersection with some curb repair, sidewalk replacement on the north side of Railroad Street (Fremont to Latham), and replace all four corners curb ramps at Latham and Railroad Streets. Railroad and Main Streets replacement of curb ramps will be next year. For this year, Main Street (Second Street to Lisbon) will be using MFT funding if possible, otherwise general funds will be used.
Aldermen Reports: Alderman Dell inquired when the Opera House elevator contract for repairs and maintenance expires. Response was there is no contract He also requested Council members to complete the budget worksheets for capital improvements.
Announcements: The Finance Committee Meeting will meet immediately following the Committee of-the-Whole Meeting on January 18, 2021.

Motion made by Alderman Whitecotton to return to regular session at 7:43 PM. Motion was seconded by Alderman Surratt. Moton carried unanimously on voice vote.
