OPENING OF MEETING/MEETING GUIDELINES/ ROLL CALL

Pursuant to OMA Remote Meeting Legislation PA100-0640(SB2135) signed by Governor Pritzker on June 12, 2020, all votes must be roll call during a remote meeting-from the opening of meeting up to and including adjournment. An officer must be present during the meeting at the regular meeting room, Marc Cinnamon is present in the regular meeting room. This meeting is being recorded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz-absent, Frank Ottengheime-absent, David Simpson-aye. 4-0.

Trustee Deutsch joined at 7:01pm. Trustee Ottengheime joined at 7:02pm. Trustee Lockowitz joined at 7:04pm.

APPROVAL OF AGENDA – David Simpson motioned to approve the agenda, Marc Cinnamon seconded. Roll Call Vote: Jamie Deutsch-aye, Richard Lockowitz-aye, Josh Clark-aye, David Simpson-aye, Frank Ottengheime-aye, Marc Cinnamon-aye. 6-0 Motion carried.

CITIZENS ADDRESSING THE BOARD: None

REPORTS and ACTION

A. COVID-19-Don Goncher reminded the Board that the governor’s executive order has been extended to February 6, 2021 and as of today we are back in Phase 4. Please wear masks in public locations and continue to practice 6' social distancing.

B. VILLAGE ENGINEER-Don Goncher read Norm Beeh’s status update into record: IDOT US 30 Resurfacing and Sidewalk Ramp Project: Norm has reviewed existing ramp status and IDOT ramp options and prepared recommendations taking into account possible future sidewalk projects. Water Treatment Plant for Well #6: On January 22, 2021, the IEPA revised their Loan Applicant Environmental Checklist and Certification document, he is revising the document for this project and anticipates submitting update by February 5.

Water Distribution Improvements: Norm is finalizing the permanent easement along Preserve Road, it has been delayed due to ownership transition of the property.

North Illini Street: Sanitary, storm, and water improvement plans have been completed and Norm is currently working on the street improvement plans.

C. MAINTENANCE REPORT-BUD FORRER

Moving and plowing snow since beginning of year, Buddy has been working on and submitting required year end reports. Buddy and Trevor had an online class this morning for J.U.L.I.E. They recently replaced shop florescent lights with LED and prepared for snow this week.

Sidewalk at 300 block East Comanche: Frank wanted to make known that when sidewalk was put in at 300 East Comanche (brick sidewalk) the property owner was to be responsible for maintenance of the pavers. Frank believes that all sidewalks need to be consistent and this location should not be a different material than the rest of the Village sidewalks. Don Goncher said that the Infrastructure Committee will need to look into this before IDOT does Route 30 work.

D. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON: No Meeting in January. ITEP grant the pathway has applied for will be to complete Phase 2: from the existing section at schools to Preserve Road and into State Park.

E. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON: Ice Storm took down some branches and there are broken hanging branches in some trees, Marc will have to get tree contractor out in next month or so. Tree City USA application was approved at state level and sent on to national level.

F. SHERIFF REPORT - Reviewed Sheriff’s report. David Simpson asked about Fraud/Scam report, Don Goncher will follow up with the Sheriff. There have been multiple fraud reports filed by residents due to fraudulent unemployment claims.

G. CLERK & DEPUTY CLERK

APPROVAL OF MINUTES-David Simpson motioned to approve the minutes from December 2020, Jamie Deutsch seconded. Roll Call Vote: Frank Ottengheime-aye, Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-aye. 6-0 Motion carried.

FINANCIALS

A. APPROVAL OF BILLS -Josh Clark motioned to approve the bills, Richard Lockowitz seconded. Roll Call Vote: Frank Ottengheime-aye, Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-aye. 6-0 Motion carried.

B. TREASURER’S REPORT -Marc Cinnamon motioned to accept the Treasurer’s report, David Simpson seconded. Roll Call Vote: Frank Ottengheime-aye, Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-aye. 6-0 Motion carried.

C. UTILITY BILL ISSUES—Cindy is still working on 115/117 Comanche payoff on bill so lien can be removed.

OLD BUSINESS

A. SIREN UPDATE: Shabbona Fire Department can still activate siren. Siren will still be tested the first Tuesday of every month. DeKalb County Sheriff is also now able to sound the siren. Frank Ottengheime, speaking as Fire Chief, said that he was out in the storm that was referenced in an earlier meeting, there is no back-up power on siren and that is why it didn’t go off during that storm. Don Goncher will look into back-up power.

NEW BUSINESS

A. CONSIDERATION AND POSSIBLE ACTION FOR PURCHASE OF BACKHOE: Don Goncher recommended that board consider Buddy’s preference of John Deere backhoe at $69,445.84. Frank Ottengheime asked if village needs a new backhoe, Don said that Public Works for the past 20 years has done a good job maintaining existing backhoe, he thinks it is time to upgrade to a newer and larger backhoe. Buddy got 4 different quotes for backhoe, Frank asked why not bid, Keith responded that the board can vote to waive formal bidding requirements and if not passed by 2/3 then Village would need to put specs together and bid out. David Simpson asked about current backhoe condition, front end had work about 10 years ago and it needs new rear tires. Josh Clark motioned to waive formal bidding process, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Josh Clark aye, Richard Lockowitz-no, David Simpson-aye, Frank Ottengheime-no. 4-2 Motion carried. Marc Cinnamon motioned to purchase 2021 John Deer 310L Backhoe Loader for $69,445.84, Josh Clark seconded. Buddy does not want optional equipment. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Josh Clark-aye, Richard Lockowitz-aye, David Simpson-aye, Frank Ottengheime-no. 5-1 Motion carried.

B. RESOLUTION 2021-01-25 ADOPTING THE 2019 DEKALB COUNTY ALL HAZARDS MITIGATION PLAN: The county reviews and updates the plan every few years. Marc Cinnamon motioned to adopt the 2019 DeKalb County All Hazards Mitigation Plan Resolution 2021-01-25, David Simpson seconded. Roll Call Vote: Josh Clark-aye, Marc Cinnamon-aye, Jamie Deutsch-aye, Richard Lockowitz-aye, David Simpson aye, Frank Ottengheime-aye. 6-0 Motion carried.

C. COMMITTEE MEETINGS: Marc Cinnamon talked about committee meetings, Finance Committee is scheduled for February 4 and Infrastructure Committee on February 11. Marc met with DeKalb County after last meeting about streets, bids will be let first week of April by DeKalb County Highway Department.
