DeKalb County Emergency Telephone System Board met Feb. 3.

1. CALL TO ORDER
Chairman Leverton called the meeting to order at 3:00pm.
a. Board Members Present:
Bianchi, Frazier, Grandgeorge, Hanson, McMaster(3:07pm), Phillips, Plote (3:03pm), Polarek, and Leverton.

2. Agenda
a. Chairman Leverton asked for any amendments to the agenda. A motion was made by Polarek and seconded by Bianchi to approve the agenda. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, McMaster- Y, Phillips- Y, Plote- Y, Polarek- Y, Leverton- Y. The motion passed.
3. General Meeting Minutes:
a. A motion to approve the minutes of the December 2, 2020 meeting was made by Frazier and seconded by Polarek. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge Y, Hanson- Y, McMaster- Y, Phillips- Y, Plote- Y, Polarek- Y, Leverton- Y. The motion passed.
4. Public Comment- Chief Ottengheime discussed a pager issue and solution found, questioned if board could reimburse. Was asked to present a quote or agency request to the board. Board discussed radio expenses and state guidelines. Coordinator Butler will look into allowable expenses.
5. Treasurer’s Report
a. Monthly Treasurer’s Report- was presented and discussed.

6. Asset Removal and Destruction – Board presented with a list of assets from the removal of CML 911 system. All items of no value or resale and to be recycled.
A motion was made by Hanson to remove these assets and the motion was seconded by Polarek. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, McMaster Y, Phillips- Y, Plote- Y, Polarek- Y, Leverton- Y. Motion passed.
7. 2021 Consultant – Leverton discussed the possible need and opportunity to hire past Coordinator Johnson back part-time to finish NG and other projects we are currently in the middle of, the biggest being phase 2 of our NG projects. Discussed proposed rate and maximum number of hours.
A motion was made by Polarek to hire Johnson back at proposed rate and maximum hours, the motion was seconded by McMaster. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, McMaster- Y, Phillips- Y, Plote- Y, Polarek- Y, Leverton- Y. Motion passed.
8. Fire Radio Reports
a. Sullivan advised EFJ main engineer was in town recently testing, adjustments made to power levels, tested on 4 different pagers, found Somonauk pager configuration was best.
b. Sullivan also recommended Fire departments add extra speakers to base radios throughout fire house, Sheriff’s Office has extra if needed.
c. EFJ President and CEO was at the February MABAS meeting, explained Miller Rd tower antenna will be changed to help greatly improve signal.
d. Sullivan hopes to have everything completed by April, asked fire departments to provide feedback.
9. Grant Status
a. Butler reported an additional NG grant has been filed with the state, awards announced no later than June 1st.
b. 2nd quarter reported was submitted for the consolidation grant, no new expenses requested at this time, awaiting invoices from EFJ, hope to close out the grant in 3rd quarter.
10. NG911 Update
a. H. Butler reported both Sheriff PSAP and DeKalb PD cutover to the new NG911 system on 12/9, working great, dispatchers seem to really like the system. Phones lines have been ported for Sheriff PSAP into new PBX with Syndeo and integrated through the Solacom program, DeKalb PD lines will hopefully will be ported soon.
b. Phase 2 of the project is underway, County GIS data is great according to the state, boarder with Boone County has been smoothed out. DeKalb County will be the first of the NINGA counties to go phase 2.
11. Legislation – H. Butler reported the SAB meeting for January was cancelled. No new updates. Next meetings will be 2/8 and 2/22.
12. Participating Agency Request
a. Request from DeKalb PD presented by Leverton for a BDA (Bi Directional Antenna). Dual band BDA needed to work with County radio system. Leverton explained how BDA works and presented information.

13. Coordinator’s Report
a. Yearly reported for the state was completed, submitted, and accepted.
b. An APP for record disposal for the ETSB has been started.
c. Butler has been working on digitalizing the office.
d. Sheriff PSAP COMMO remodel on track, UPS being installed, work stations to be installed soon. All should all be completed by the end of the month.

15. New Business- Discussion about future in person meetings, majority prefer zoom until more can members be vaccinated, will re-evaluate in a couple months.
