DeKalb County Emergency Telephone System Board Met March 3.

Here is the minutes provided by the board:

1. CALL TO ORDER

Coordinator Butler called the meeting to order at 3:00pm.

a. Board Members Present:

Bianchi, Frazier, Grandgeorge, Hanson, Plote, and Polarek.

b. Board Members Absent:

Leverton, Phillips, McMaster

c. Guests Present:

Sheriff Roger Scott, DeKalb County Sheriff Department; Chief Deputy Andy Sullivan, DeKalb County Sheriff Department; Sean Woyna, DeKalb Police Department; Diane Leifheit, DeKalb County Board; Chief Frank Ottengheime, Shabbona Fire Department.

d. Also Present:

Becky Springer, DeKalb County Treasurer; Stacey Canova, DeKalb County Treasurer’s office; Heather Butler, E9-1-1 Coordinator

Coordinator Butler informed the Board due to the absence of the Chairman and Vice Chairman we needed to elect a temporary Chairman, Secretary Polarek volunteered to run the meeting, if no one is opposed. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed.

2. Agenda

a. Polarek asked for any amendments to the agenda. A motion was made by Hanson and seconded by Frazier to approve the agenda. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed.

3. General Meeting Minutes:

a. A motion to approve the minutes of the February 3, 2021 meeting was made by Grandgeorge and seconded by Frazier. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed.

4. Public Comment- None

5. Treasurer’s Report

a. Monthly Treasurer’s Report- was presented and discussed.

i. A motion to approve the February 2021 monthly report was made by Frazier and seconded by Plote. A roll call vote was taken; Bianchi- Y, Frazier- Y,

Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed.

A motion to pay the March bills was made by Hanson and seconded by Redel. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed.

6. Radio Report

a. Sullivan reported changes made by EFJ beginning of February for a bad repeater, helped the VHF radios. Also reported they powered up the Leland water tower, bad antenna or cable, EFJ will replace and will help Leland and Somanauk. The new antenna for Miller Rd arrived, EFJ will switch out end of March.

b. EFJ will be doing Phase 2 testing in DeKalb, currently operating on phase 1. c. EFJ committed to having fire system operation and bugs worked out to test further and move to acceptance phase.

7. Grant Status

a. 911 State administrator received 44 applications, feels confident everyone will get awarded something. She also requested an additional invoice receipt from our ETSB increasing out applied for amount.

8. NG911 Update

a. Coordinator Butler advised she is still working with Syndeo to get DeKalb City PBX installed, currently issues with Frontier and their Centrex phone lines.

b. Phase 2 of our project pushed back until late April after push pack from carriers and install issues.

c. Rescheduled NINGA meeting on 3/4, will be discussing changes, how it will operate moving forward, other NG issues, and phase 2 expectations along with texting implementation.

9. Rapid SOS – Board presented with a quote for integration between Solacom and Rapid SOS. Rapid SOS is free to PSAP’s, Solacom charges to integration set up and then monthly to continue it. Awaiting answers to billing and implementation questions before proceeding.

10. Legislation -

a. Coordinator Butler discussed 2 SAB meeting held in February and bills the SAB is currently watching or working on. Will continue to attend the SAB meetings and monitor.

11. Participating Agency Request – Request from Shabbona Fire for radio pagers, Chief Ottengheime stated theirs are old and need replaced, presented the board with a quote. Polarek discussed how the previous stipend went away per the board decision, this request raises a larger issue that requires a deeper discussion by the board. Polarek believes this should be tabled until the Chairman and Vice-Chairman are present, Hanson agreed. Tabled for further discussion.

12. Coordinator’s Report – Nothing additional, not already covered.

14. New Business- Registration for national 911 conferences have opened up, if any board member wishes to attend let Coordinator Butler know in next week or so.

15. ADJOURNMENT- Frazier moved to adjourn the meeting and the motion was seconded by Redel. A roll call vote was taken; Bianchi- Y, Frazier- Y, Grandgeorge- Y, Hanson- Y, Plote- Y, Polarek- Y. The motion passed. The meeting adjourned at 3:37pm.
