a. Approval of Regular Council Meeting Minutes of February 22, 2021

d. Ordinance 2021-01 titled “An Ordinance Amending Chapter 70, Streets & Sidewalks, Article 1, in Genera, Section 70-17, Barbed Wire or Electric Fences of the City of Sandwich Municipal Code” presented for passage. Ordinance deletes Section 70-16 in its entirety and replaces with new text.
e. Ordinance 2021-02 titled “An Ordinance Amending Chapter 98, Zoning, Article I, in General, Section 98-3, Rules and Definitions, Subparagraph (2), Definitions, of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Section 98-3 by amending the definition of “lot coverage” and “structure”.
f. Ordinance 2021-03 titled “An Ordinance Amending Chapter 98, Zoning, Article II, Zoning Districts and Regulations of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Sections 98-32 thru, and inclusive, 43 by adding an additional paragraph “yard requirements”.
g. Ordinance 2021-04 titled “An Ordinance Amending Chapter 98, Zoning, Article V, Supplemental Regulations, Section 98-138, Home Occupation Standards of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Section 98-138 by adding an additional paragraph “construction companies”.
Mayor Robinson
1. Ordinance 2021-05 titled “An Ordinance Authorizing the City Council of the City of Sandwich, DeKalb and Kendall Counties, Illinois, to Proceed with the Financing Set Forth in Ordinance No. 2020-19” presented for first reading and passage. Financing of bonds will be used to fund the new public safety building. Both Aldermen Dell and Kreinbrink emphasized the need for an all-inclusive 5-year budget on capital improvements before consenting to the financing of bonds.
Motion made by Alderman Surratt to waive first reading of Ordinance 2021-05 as presented. Motion was seconded by Alderman Littlebrant. Aye: Aldermen Dell, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

2. Resolution 21-02 titled “A Resolution to Amend Liquor License Renewals for the Fiscal Year 2021-2022” presented for adoption. By Resolution, renewal liquor licensing fees would be reduced by 50% beginning May 1, 2021 until midnight April 30, 2022. The fee reduction is not applicable for new liquor license applications. Council was supportive in exploring other avenues on assisting the community during the Covid pandemic. Passage of the Resolution will result in approximately $13,000 loss in revenue for the 2021-2022 fiscal year.

Director of Public Works / City Engineer Horak
1. Plan Commission regular meeting is scheduled for Tuesday, March 9, 2021 at 6:30 pm in the City Hall Annex Building, 128 E. Railroad Street, Sandwich, IL. A public hearing will be held on Case #PC2021-07: Ejup Rushani, located at 528 E. Church Street Sandwich Il 60548 (PN 19.36.132.013) requesting a special use permit to allow for B-2/R-3 in a B-2 zoning district.
2. Wastewater Treatment Facility – 1120 E. Church Street: Continued discussions next week with voting on March 22nd, 2021 on the following topics: (EEI) Engineering Enterprises, Inc. engineering services proposal, proposed sewer user rate increase and Sewer Reserve Fund.
Aldermen Reports: None
Announcements: After discussions on the upcoming budget, the next Finance Committee Meeting will be held on Monday, February 15, 2021, at 6:30 PM prior to the Committee-of-the-Whole Meeting.
A Special Budget Meeting will be held immediately following the Committee-of-the-Whole Meeting on March 15th to discuss the 2021-2022 budget. Council was encouraged to list specific departments or funds to be addressed. Wes Levy (Lauterbach & Amen) will be present.
Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Whitecotton to adjourn the Regular Council meeting at 7:15 PM. Motion carried unanimously via vice voce vote.
