City of Sandwich Committee of the Whole Council Met April 19.

Mayor Robinson called the meeting to order at 7:00 PM

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii; Aldermen Dell, Killey, Kreinbrink, Littlebrant & Whitecotton

Also Present: City Attorney Harrill, Department of Public Works / City Engineer Horak, Chief Bianchi, EMA Director Ciciora, Building Official Steffens, and City Accountant Wes Levy

Absent: Alderman Surratt

Chief Bianchi reported that the Police Department will be participating in the “National Prescription Drug Take Back Day” on Saturday, April 24th at Valley West Hospital between the hours of 10 AM – 2 PM.

Director of Public Works / City Engineer Tom Horak reported that Ward 3 brush was collected.

Hydrant flushing will begin on Monday, April 26th through Thursday, April 29th. Hydrant flushing should begin at 8:00 AM and end by 4:00 PM daily.

The City has completed the Rock Salt CY21/22 Survey through Central Management Services for renewal of the road salt contract for 2021/2022 for 600 tons @ 80% min/120% max. The 2020/2021 bid was for 600 tons @ 80% min/120% max. The 2020/2021 rock salt usage is estimated at 800 tons.

The Traffic Signal Master Agreement between the City of Sandwich and IDOT defines the maintenance responsibilities and the allocation of maintenance expenses for the eight (8) signalized intersections within the City of Sandwich. Agreement term is July 1, 2021 to June 30, 2031.

Clark Street: Water plant filter is back online after repairs and maintenance.

Main Street Lights: Quotes on new light replacements have been given to Aldermen Kreinbrink and Whitecotton for review

MFT project(s): Engineer Horak updated Council advising that he is obtaining information on the proposed MFT projects.

Latham Street Project: Paperwork has been submitted for September letting.

Audience Comments: None

Old Business – Continued discussion on the FY 2021-2022 Budget: Wes Levy provided a revised budget for final review. Some changes included reducing the police department personnel by $78, 000.00, expounded on the bond debt service from $35,000 to $293,000, increased computer services and upgrades under Administration, and increased the intergovernmental service fund by $150,000.00. With the new adjustments, a $75,000 deficit remains.

Revenue was not greatly impacted by Covid in 2020 as previously predicted. To fund mandates and upgrades to the sewer plant, the City will seek low interest IEPA loans or grant money. The Council continues to work on a 5-year capitol project list in anticipation of receiving Federal funding.

Next week, a public hearing will be held on the proposed budget followed by the City’s adoption.

Adjournment: There being no further business to come before the Council, motion made by Alderman Dee and seconded by Alderman Whitecotton to adjourn the Committee-of-the Whole Council meeting at 8:20 PM. Motion carried unanimously on voice vote.
