City of Sandwich Committee of the Whole Council met May 3.

Mayor Robinson called the meeting to order at 7:00 PM
Roll call was taken:
Present: Mayor Robinson, City Clerk Ii; Aldermen Dell, Holcomb, Killey, Kreinbrink, Littlebrant & Whitecotton
Also Present: City Attorney Harrill, Department of Public Works / City Engineer Horak, Chief Bianchi, EMA Director Ciciora & Building Official Steffens
Mayor Robinson:
1. George VanDee, representing the Sandwich Sportsman’s Club, promoted the “Kid’s Fishing Derby” to be held on Saturday, June 5th from 9 AM – Noon. The 13th Annual event is free to the public including a free lunch and donated bait.
2. Mayor Robinson thanked Alderman Pete Dell for his eight years of service and “pearls of wisdom”. This was his last meeting presenting Ward 3.
3. Mayor Robinson reported that two CD’s are maturing and will be discussed in further detail at the Finance Committee Meeting. Each CD is $400,000 and had been part of a CD ladder strategy until interest rates started to plummet.
4. Mayor Robinson announced that a new phone system had been installed at City Hall as well as email server upgrades. He asked everyone for their patience during the adaptation period.

Director of Public Works / City Engineer Tom Horak reported that there will be no brush collected in May.
1. 2021 Crack Routing and Filling through DeKalb County Highway Department: Work is scheduled to begin on Monday, May 3rd in the following locations:
1. Deer Run Trail – Arnold Street to North End
2. Fairwind Boulevard – Church Street to Center Street
3. Anthony Lane – Kramer Lane to North End
4. Kramer Lane – Anthony Lane to East End
2. Sandy Bluff Road Railroad Crossing: BNSF will close this crossing for repairs on Monday, May 3rd starting at 8:00 am. It is anticipated that the closure will last one day.
3. Duvick Avenue Railroad Crossing: BNSF will close this crossing for repairs on Wednesday, May 5th starting at 8:00 am. It is anticipated that the closure will last one day. BNSF will contact Plano Synergy and will provide signage to keep truck traffic off 6th Street between Latham Street and Reimann Avenue.
4. Intergovernmental Agreement with Village of Somonauk: Attorney Harrill is working on an intergovernmental Agreement for pavement resurfacing on County Line Road. The Agreement would be applicable for 400 feet on County Line Road, west of the Sheridan blacktop.
3. Announcements: Engineer Horak will be meeting with Harbour Construction representatives on Tuesday pertaining to the public safety building. He also reported that paperwork has been submitted to IDOT (Illinois Department of Transportation) on the Latham Street project for September letting.
Aldermen Reports:
Alderman Kreinbrink thanked Pete Dell for being a great mentor and his years of service. He also thanked Rich Robinson for stepping into the vacated mayoral position.
Alderman / Mayor Robinson thanked the Council for their support and appointment as Mayor adding that he has enjoyed the past two years. Alderman Whitecotton added that it was evident Rich had the best interest for the City.
Announcement: Finance Committee will meet immediately following the COW meeting on May 3rd. Audience Comments: None
Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Dell to adjourn the Committee-of-the-Whole Council meeting at 7:12 PM. Motion carried unanimously on voice vote.
