DeKalb County Board of Review Met April 14.

Here is the minutes provided by the board:

This Public Meeting was held in person with the option of virtual attendance.

Those in attendance: Dan Cribben, John Linderoth, and Brian Rosenow Members; Bridget Nodurft, CCAO; Michelle Christensen, Interim Clerk; and Alana Rautio, Assessment Office Administration Clerk.

I. Call to order: Meeting called to order at 9:00 am.

II. Roll call: Roll call taken to reflect all present.

Ill. Review Agenda for Approval / Amendment: John moved to approve as submitted. Brian second motion. All in favor, motion passed.

IV. Approval of minutes from last meeting: John moved to approve March 10, 2021 minutes to reflect addition of word "it" to VI a sentence: The buildings are being cleaned out by an auction company as it was a medical building prior. Brian seconds motion. All in favor. Motion passed.

V. Public Comments: None

VI. Work Load:

a. Review to Approve / Deny Disabled Person Exemptions: After review from Board, Brian moved to approve a total of 71 to include 2 New HEPD applications and 69 HEPD renewal applications and to deny 1 New HEPD application. John seconds motion. All in favor, motion passed. See attached list.

b. Review to Approve / Deny Disabled Veteran Exemptions: After review from Board, Brian moved to approve 2 New SHEDV applications and 64 renewal SHEDV applications. John seconds motion. All in favor, motion passed. See attached list.

c. Review to Approve / Deny Senior Exemptions: After review from Board, Brian moved to approve 59 New Senior applications. John seconds motion. All in favor, motion passed. See attached list.

d. Review to Approve / Deny Returning Veteran Exemptions: After review from Board, Brian moved to approve 1 RVHE for 2021 only. John seconds motion. All in favor, motion passed.

e. Review for Recommendation to IDOR for Non-Homestead Exemptions: After review from Board, John moved to recommend for denial to IDOR, one Non-Homestead application for Joseph Glidden Historical Center. Brian seconds motion. All in favor, motion passed. After review from Board, Brian moved to recommend for denial to IDOR, one Non-Homestead application for United Pentecostal of DeKalb. Dan seconds motion. Vote taken showing 2 -1 in favor of, with John abstaining from vote. Motion passed. See attached list.

f. Review to Approve/ Deny Certificate of Errors: None

g. Review, Prepare, and Make a Recommendation for PTAB Appeal:

1. Bridget updated Board on current status of outstanding PTAB appeals. We have received 2 for the 2020 assessment year being 1101 DeKalb LLC and Farm & Fleet. Notification of PTAB appeal has been sent to all taxing bodies for each.

Bridget will research each appeal further and will contact the school district attorney's concerning both, to see if intervening. Both files will be shared with each Board Member electronically.

VII. Other Business:

a. Board of Review Rules: Board reviewed current rules and recommended minor changes to include separating the Rules from the Appeal Application and creating a separate instructional form to instead attach to the Appeal Application. Changes will be brought to next meeting for approval.

b. John informed members that he will not be in attendance for the June meeting.

VIII. Adjournment: Brian moved to adjourn; John seconds motion. All in favor, so moved. Meeting adjourned at 11:30 am.
