City of Sandwich City Council Met May 10.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Oath of Office was administered by Associate Judge John McAdams of the 23rd Judicial Circuit Court for the following newly elected positions:

Todd Latham – Mayor

Denise Ii – City Clerk

Bill Littlebrant – Ward 1 Alderman

Rebecca Johnson – Ward 2 Alderman

Rick Whitecotton – Ward 3 Alderman

Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Also present: Attorney Harrill, Director of Public Works / City Engineer Horak, Building Official Steffens, Sergeant Ikemire & EMA Director Ciciora

Audience Comments: None

Consent Agenda: Motion made by Alderman Whitecotton, and seconded by Alderman Littlebrant, to adopt the Consent Agenda. Aye: Aldermen Holcomb, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 6:0

a. Approval of Regular Council Meeting Minutes of April 26, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of May 3, 2021

c. Approval of May bills totaling $ 477,706.63

Mayor Latham

1. Appointments: Mayor Latham made a recommendation to appoint Pete Dell as Treasurer and Bill Fritsch as Ward 3 Alderman. Both positions are filling 2-year unexpired terms. Pete Dell is the former Ward 3 Alderman, and Bill Fritsch is a lifelong resident of Sandwich, retired from NIU as a mason, and a band member of Redhorse & Barbara and the Boys.

Motion made by Alderman Littlebrant approving the appointment of Pete Dell as City Treasurer. Motion was seconded by Alderwoman Killey. Motion carried unanimously via voice vote.

Alderwoman Johnson moved to approve the appointment of Bill Fritsch as Ward 3 Alderman. Motion was seconded by Alderman Holcomb. Motion carried unanimously via viva voce vote.

After the vote, the Oath of Office was conducted by Judge McAdams. A presentation of service plagues was presented to Pete Dell as former Ward 3 Alderman and former Mayor Rich Robinson. A special service award was presented to Rich Robinson’s grandson, Brayden, as acting Deputy Mayor. He oftentimes attended community functions with his grandfather.

2. A Special Meeting will be held on Monday, May 17th, at 7:00 PM prior to the Committee-of the-Whole Meeting for approval of committee and staff appointments.

Foster, Buick, Conklin & Lundgren Law Group: Attorney Jessica Harrill introduced herself to the new Council.

City Clerk Ii: No report

City Department Reports:

EMA Director: No report

Chief Bianchi: In the absence of Chief Bianchi, Sergeant Ikemire stated there was no report.

Director of Public Works / City Engineer Horak

1. No brush pickup in May.

2. Plan Commission regular meeting scheduled for Tuesday, May 11, 2021 has been canceled.

3. Sandy Bluff Road Railroad Crossing: BNSF has indicated that the crossing should be open by 8:00 am on Saturday, May 8, 2021.

4. Duvick Avenue Railroad Crossing: BNSF will close this crossing for repairs on Monday, May 10th starting at 8:00 am. It is anticipated that the closure will last through Wednesday. BNSF will contact Plano Synergy and will provide signage to keep truck traffic off 6th Street between Latham Street and Reimann Avenue

5. Public Safety Complex: Notice to Bidders to be published in the DeKalb Daily Chronicle. The City of Sandwich, Illinois, will receive sealed Bids for the City of Sandwich Public Safety Complex until 10:00 A.M. local time, June 4th, 2021, at City Hall, 144 East Railroad Street, Sandwich, Illinois 60548, at which time the Bids will be publicly opened and read aloud.

Aldermen Reports:

Alderman Kreinbrink applauded the Chamber of Commerce on the Dinner Dance held on Thursday, May 6th adding that it was an excellent turnout.

Alderman Robinson reported that Joe Severson has requested a rollover of 40 unused vacation hours. No action was required by the Council.

Alderman Fritsch requested that City Hall restrooms be available during the Music in the Park held during the summer months.

Announcements: The next Finance Committee Meeting will be held on Monday, May 17th, 2021 following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Whitecotton to adjourn the Regular Council meeting at 7:21 PM. Motion carried unanimously via viva voce vote.
