Consent Agenda: Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).  

a. Approval of Regular Council Meeting Minutes of June 14, 2021 

b. Approval of Committee-of-the-Whole Meeting Minutes of June 21, 2021 

c. Approval of Special Meeting Minutes of June 21, 2021 

d. Approval of Treasurer’s Report & Monthly Finance Report for April  

e. Approval of June bills totaling $ 178,087.69 

Mayor’s Report: Todd Latham 

1. Ordinance 2021-08 entitled “Ordinance Authorizing Aggregation of Electrical Load” presented for first reading and possible passage. Passage of renewal ordinance would  give the Mayor the flexibility to enter into a longer term contract with the caveat that it  must have a ComEd price match guarantee. Council reserves the right to waive first  reading. 

2. Ordinance 2021-09 entitled “An Ordinance Amending Chapter 2, Administration, Article II,  City Council, Division 1, Generally, Section 2-30, Meetings, of the City of Sandwich Municipal Code” presented for first reading and possible passage. Ordinance changes the Regular Meetings to the first and third Mondays of each month. Council reserves the right to waive first reading. 

3. Pending Litigation: Executive Session under 5 ILCS 120/ Section 2(c)(11) “Litigation,  when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent”. Action may be taken.

4. Land Acquisition: Executive Session under 5 ILCS 120/Section 2(c)(5) “The purchase or lease of real property for the use of the public body. Action may be  taken. 

5. Personnel: Executive Session under 5 ILCS 120/Section 2(c)(1) “The appointment,  employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine it validity.” Action will be taken.

7. Authorization to enter into a 1-year Employment Agreement with James Bianchi Attorney’s Report: Attorney Jess Harrill / Foster, Buick, Conklin & Lundgren Law Group

3. Public Safety Complex: Notice to Bidders to be published in the DeKalb Daily Chronicle. The City of Sandwich, Illinois, will receive sealed Bids for the City of Sandwich Public Safety Complex (03A – Site & Building Concrete and Micropyles) until 10:00 A.M. local time, June 28, 2021, at City Hall, 144 East  Railroad Street, Sandwich, Illinois 60548, at which time the Bids will be publicly  opened and read aloud.
