DeKalb County Board of Review Met June 16.
Here is the minutes provided by the board:
I. Call to order: Meeting called to order at 8:57 am.
II. Board Appointment – Oath of Office – Dan Cribben, John Linderoth and Don Thomas
III. Roll call: Roll call taken by Bridget to reflect all present.
IV. Review Agenda for Approval / Amendment: John moved to approve as submitted. Brian second motion. All in favor, motion passed.
V. Approval of minutes from last meeting: John moved to approve May 12, 2021 minutes. Brian seconds motion. All in favor. Motion passed.
VI. New Business
a) 2021 Chairperson Elect: Brian nominates Dan, John 2nds, all in favor. Dan is elected Chairperson.
VII. Public Comments: None
VIII. DeKalb County Enterprise Zone – Paul Borek, Administrator, gave presentation on current projects.

IX. Work Load:
a. Review to Approve / Deny Disabled Person Exemptions: After review from Board, John moved to approve a total of 54 to include 4 New HEPD applications and 50 HEPD renewal applications. Brian seconds motion. All in favor, motion passed. See attached list.
b. Review to Approve / Deny Disabled Veteran Exemptions: After review from Board, John moved to approve 5 New SHEDV applications and 54 renewal SHEDV applications. Brian seconds motion. All in favor, motion passed. See attached list.
c. Review to Approve / Deny Senior Exemptions: After review from Board, John moved to approve 45 New Senior applications. Brian seconds motion. All in favor, motion passed. See attached list.
d. Review to Approve / Deny Certificate of Errors: Brian moved to approve CofE’s numbered 250-443, dated 06/16/2021. John seconds motion. All in favor, motion passed.
e. Review for Recommendation to IDOR for Non-Homestead Exemptions: Elder Care Services of DeKalb. John moves to make exempt with exception of Leasehold. Dan 2nds, all in favor, motion passed.
f. Review, Prepare, and Make a Recommendation for PTAB Appeal:
i. James Gord – 20-06693: Bridget briefed BOR on file submitted pointing out specifics. Board recommends that Bridget pull state schedules to include contractor cost and offer possible stipulation based on cost found.
ii. 1st Midwest Bank Sandwich – 20-06675: Bridget would like to encourage the school district to intervene due to reduction amount request. Board recommends providing stipulation to bank attorney. Will file an extension if an agreement cannot be made.
iii. Farm & Fleet 20-06152: Bridget has looked at other F/F and similar. Bridget presented to the board evidence found based on values of other similar buildings. Found that the value is in line. Would like to offer stipulation. Bridget will offer to intervenor to see if they agree or have another approach they would like to take. Will inform PTAB that Board will follow intervenor lead.
X. Other Business:
a. Board of Review Rules and Appeal Forms: Final approval for changes to Board of Review Rules. Dan moves to approve, Brian 2nds, all in favor.
XI. Adjournment: John moved to adjourn; Brian seconds motion. All in favor, so moved. Meeting adjourned at 12:16 pm.
