DeKalb County Mental Health Board met April 19.

Here is the minutes provided by the board:

Board Members Virtually Present: Jane Smith, Marilyn Stromborg, Jerry Helland, Jennie Geltz, Perry Maier, Sue Plote, Meghan Cook, Robert Cook

Board Members - Absent: Laurie Emmer

Other Persons Present: Vinh Le, Intern

Office Staff Present: Deanna Cada, Kathy Ostdick

1. Call to Order

The meeting was called to order by the President, Jane Smith, at 6:00 PM. Ms. Ostdick took attendance and Ms. Emmer, Mr. Helland, Ms. Plote, Dr. Stromborg, and Ms. Smith were present and the meeting had quorum.

2. Pledge of Allegiance

Ms. Smith led the Board in the Pledge of Allegiance.

3. Agenda

Mr. Helland moved to approve the agenda; seconded by Dr. Stromborg. The motion passed unanimously on a roll call vote.

4. Minutes

Dr. Stromborg moved to approve the minutes of the 3/15/21 Board meeting; seconded by Ms. Plote. The motion passed unanimously on a roll call vote.

5. Announcements

A. Ms. Cada announced that Ms. Ostdick has completed 20 years’ service with the DeKalb County Government.

B. DeKalb County Community Gardens – Greenhouse Project

Community Gardens announced that they are almost completely finished with their Greenhouse Project. They have invited Board Members to see all the work that has been done. Ms. Cada will set up a date.

6. Director’s Report

Ms. Cada reported that Judge Stuckert asked the Mental Health Board to host a Mental Health Summit. We had done this a couple years ago and the Judge thought it would be a good idea to have another one. This will be a Zoom meeting on 5/11/21 from 9 am to 11 am. Ms. Cada will be sending out invitations.

Ms. Cada and Ms. Ostdick are working on the 2020 Annual report and it is almost completed. Ms. Ostdick does need to take a picture of the Zoom screen for this meeting to add to the report.

Ms. Cada informed the Board that there were two 708 Boards formed in Elgin and Dundee townships. The Kane County Clerk is refusing to collect the taxes for these two referendums. The Clerk said the referendum does not include the PTELL language that she insists it should be there so the tax levy dollars are not eligible for collection. The ACMHAI attorneys are researching this claim.

Ms. Cada shared that the potential allocation for tax levy dollars to go to the Sheriff’s Office has likely been put on hold. Ms. Cada has not seen the topic listed in the ACMHAI Agenda.

Ms. Cada shared that Vinh Le has only 2 more weeks as intern. The Board has enjoyed working with him.

7. Community Input

There was no community input.

8. Finance Reports

Mr. Helland moved to approve the April 2021 agency claims in the amount of $218,853.52; seconded by Ms. Plote. The motion passed on a roll call vote as follows: Ms. Cook – absent, Mr. Cook – absent, Ms. Geltz – absent, Mr. Helland – yes, Mr. Maier – yes, Ms. Plote – yes, Dr. Stromborg – yes, Ms. Emmer – yes, Ms. Smith – yes.

Ms. Plote moved to approve the April 2021 office claims in the amount of $382.71; seconded by Mr. Helland. The motion passed on a roll call vote as follows: Ms. Cook – absent, Mr. Cook – absent, Ms. Geltz – absent, Mr. Helland – yes, Mr. Maier – yes, Ms. Plote – yes, Dr. Stromborg – yes, Ms. Emmer – yes, Ms. Smith – yes.

9. Executive Committee

A. By-law’s review/update

The one-month review period for updating the By-laws is now complete. The Board discussed the updates.

Dr. Stromborg moved to approve the changes to the By-laws as of 4/19/21; seconded by Mr. Helland. The motion passed on a roll call vote; Ms. Cook – absent, Mr. Cook – absent, Ms. Geltz – absent, Ms. Emmer – yes, Mr. Helland – yes, Mr. Maier – yes, Ms. Plote – yes, Dr. Stromborg – yes, Ms. Smith – yes.

B. Slate of Officers July 1, 2021 – June 30, 2022

The Board discussed a slate of officers for the up-coming year of 7/1/21 to 6/30/22. Ms. Smith asked to stay on as President, Ms. Cook asked to stay on as Vice President, and Dr. Stromborg asked to stay on as Secretary. Ms. Cada told the Board that if any other members would like to volunteer for an office, please let her know.

10. Finance Committee

A. Agency funding hearings – April 6, 2021 - Updates

Dr. Stromborg told the Board that the Agency Hearings went well and that they got a lot of their questions answered.

B. PESI Training Opportunity – DeKalb County Covid 19 Response Fund Grant The Behavioral Healthcare Capacity Grant was discussed by Ms. Kim Volk and Ms. Cada. It was arranged that the Mental Health Board would register for the Grant. Because the Mental Health Board will register for the license, PESI would let anyone from the Mental Health Board take the training. The NM/Ben Gordon Center would pay the fee and the Mental Health Board would have the license.

Ms. Geltz joined the meeting at 6:20 pm.

11. Impact Committee

The Impact Committee did not meet.

12. Suicide Programming Ad Hoc Committee

Ms. Cada had a meeting with the agencies in DeKalb County that have Suicide Prevention programs. The group found value in sharing what they all are doing regarding Suicide Prevention Programs. They asked to keep the meeting recurring on a regular basis.

13. DEI Ad Hoc Committee

Ms. Cada informed the Board that the DEI Committee met for the second time. They are making headway on a name, mission, and project direction.

Ms. Cook and Mr. Cook joined the meeting at 6:30 pm.

14. Old Business

A. GY22 Grant application and process - Presentation

Ms. Cada presented the GY22 Grant application recommendations. The Board discussed in length each application. The final vote for the allocation will be at the next Board meeting.

B. One-Year and Three-Year plan

Tabled.

15. New Business

There was no new business.

16. Adjournment

Dr. Stromborg moved to adjourn at 7:58 pm; seconded by Mr. Cook.
