Mayor Latham called the meeting to order at 7:00 PM followed by the Pledge of Allegiance led by Alderwoman Johnson

Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Also present: Attorney Harrill, Director of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Dell & EMA Director Ciciora

Absent: Alderman Holcomb

Quorum established

Audience Comments: None

Consent Agenda: Alderman Kreinbrink requested that Item “e. Approval of June Bills” be removed from the Consent Agenda. Motion made by Alderman Littlebrant and seconded by Alderwoman Killey, to adopt the Consent Agenda as presented less Item “e” that has been removed. Motion carried unanimously on voice vote.

Item “e. Approval of June bills totaling $178,087.69”: Alderman Kreinbrink explained that he had been unable to attend the June 21st Finance Committee Meeting and had questions regarding the invoice from Reliable Computer and Harbour Construction. He had received a response to his questions noting that the invoice from Reliable was 2-month invoice and that the Harbour Construction invoice is a monthly recurring fee. He suggested a spreadsheet to help monitor Harbour’s costs.

Motion made by Aldermen Kreinbrink approving payment of June bills totaling $178,087.69. Motion was seconded by Alderman Robinson. Motion passed unanimously on voice vote.

Mayor Latham

1. Ordinance 2021-08 entitled “Ordinance Authorizing Aggregation of Electrical Load” presented for first reading. Passage of renewal ordinance would give the Mayor the flexibility to enter into a longer term contract with the caveat that it must have a ComEd price match guarantee. Ordinance 2021-08 will be placed on the July 12th agenda for passage.

2. Ordinance 2021-09 entitled “An Ordinance Amending Chapter 2, Administration, Article II, City Council, Division 1, Generally, Section 2-30, Meetings, of the City of Sandwich Municipal Code” presented for first reading. Ordinance changes the Regular Meetings to the first and third Mondays of each month. Ordinance 2021-09 will be placed on the July 12th agenda for passage.

3. Pending Litigation: Executive Session under 5 ILCS 120/ Section 2(c)(11) has been removed from the agenda.

4. Land Acquisition: Executive Session under 5 ILCS 120/Section 2(c)(5) has been removed from the agenda.

5. Personnel: Mayor Latham requested a motion for Executive Session at 7:05 PM under 5 ILCS 120/Section 2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine it validity.” Action will be taken.

So moved by Alderwoman Johnson and seconded by Alderman Whitecotton. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Alderman Whitecotton made a motion to return to regular session of the Council Meeting at 7:22 PM. Motion was seconded by Alderwoman Killey. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Action taken: Alderman Littlebrant moved authorizing Mayor Latham to enter into a 1-year Employment Agreement with Thomas Horak at a gross salary of $119,633.41 effective May 1, 2021 thru April 30, 2022. Alderman Kreinbrink seconded. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Action taken: Alderwoman Johnson moved authorizing Mayor Latham to enter into a 1-year Employment Agreement with James Bianchi at a gross salary of $114,758.47 effective May 1, 2021 thru April 30, 2022. Alderman Littlebrant seconded. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Foster, Buick, Conklin & Lundgren Law Group: No report

City Clerk Ii requested a motion to approve Executive Session minutes for September 8 & 28, 2020; December 21, 2020; January 18, 2021; February 1, 2021; March 15, 2021; April 5 & 12, 2021; and June 7, 14 & 21, 2021.

So moved by Alderman Whitecotton, and seconded by Alderwoman Johnson. Motion carried unanimously on voice vote.

City Treasurer Dell: No report

City Department Reports:

EMA Director reported that the Early Day Engine Show was held over the weekend, and Mike Nelson (PD Community Officer) assisted with traffic control.

Chief Bianchi: No report

Director of Public Works / City Engineer Horak reported that brush pickup for the month of June has resumed in Ward 4 on June 28th.

1. Lower Little Rock Creek Watershed Study: A virtual/remote meeting is scheduled for Wednesday, June 30, 2021 at 10:00 am. Audience/stakeholder participation in this workshop meeting will assist in setting the watershed project goals and priorities: • Water Quality Monitoring Plan

• Implementation

• Executive Summary

• Information & Education Plan

2. Public Safety Complex: There were no bids for the bid opening scheduled on June 28th for the Public Safety Complex (03A – Site & Building Concrete and Micropyles). Engineer Horak said there is thought of rebidding by splitting out the concrete versus micropyles which is a specialty. Another alternative is that he seeks Council approval to waive bidding requirements for the concrete and micropyles.

Aldermen Reports:

Alderman Fritsch said that Sean Horan’s title is Superintendent of Streets and Property. Sean has indicated he does not know what his duties entail as Superintendent of Property. Mayor Latham noted the job title is established in the City’s Municipal Code; he will review job descriptions and report back.

Alderwoman Johnson thanked staff for storm brush collections after the recent storm. Additionally, some updates are needed on the City’s website that she has forwarded to the City Clerk.

Alderwoman Killey stressed the need for more communication and suggested a Saturday morning workshop in the near future. Mayor Latham favored and will work toward that goal asking Council to decide on topics for discussion.

Announcements: There will be no meeting on Monday, July 5th due to the July 4th observance. The next COW meeting will be held on Tuesday, July 6th at 7 PM. The next Finance Committee Meeting will be held on Tuesday, July 6th, 2021, following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Littlebrant to adjourn the Regular Council meeting at 7:36 PM. Motion carried unanimously via viva voce vote.

Approval of June bills totaling $178,087.69”: Alderman Kreinbrink explained that he had been unable to attend the June 21st Finance Committee Meeting and had questions regarding the invoice from Reliable Computer and Harbour Construction.
