The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium at 7:00 p.m. Chairman Frieders called the meeting to order and the Clerk called the roll. Those Commissioners present were Mrs. Laurie Emmer, Mr. Steve Faivre, Mr. Tim Hughes, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Neill Mohammad, Mr. Jerry Osland, Mr. Roy Plote, Mr. Craig Roman, Mr. Larry West, Vice-Chair Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mr. Bill Cummings, Mr. Patrick Deutsch, and Chairman John Frieders. Those absent were Ms. Kiara Jones, Ms. Linda Slabon, and Mrs. Karen Cribben. A quorum was established with twenty one Members present and three absent.
Chairman Frieders asked Mrs. Emmer to lead in the reciting of the Pledge of Allegiance.

APPROVAL OF MINUTES

Ms. Cozad moved to approve the minutes of the June 16, 2021 County Board Meeting. Mrs. Emmer seconded the motion.

Chairman Frieders asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.
COMMUNICATIONS AND PROCLAMATIONS
DeKalb County Public Health Administrator Lisa Gonzalez provided the Board and the public with a COVID-19 Situational Update. The PowerPoint presentation illustrated the current local numbers, a detailed look at the newest Delta Variant, and the continued work that the Health Department is doing to vaccinate the public. The full PowerPoint presentation is attached as Exhibit A.
Employee Service Awards for July 2021
Chairman Frieders recognized the following County Employees who celebrated Service Awards in the month of July 2021: Five Years: Andrea Morales – Rehab & Nursing Center; Ten Years: Timothy Boyd – Sheriff’s Office; Fifteen Years: Rebecca Taft – Sheriff’s Office; Twenty Years: Kathryn West – Community Development; Twenty-Five Years: Andrew Sullivan – Sheriff’s Office.

PUBLIC COMMENTS
Mr. Larry Forsberg, South Grove Township, addressed the County Board regarding Solar Energy Systems County-Wide Acreage Limitation. Please see Exhibit B for detailed comments.
Ms. Katherine Andraski, Franklin Township, addressed the Board in regards to industrial solar projects and the Solar Energy Systems County-Wide Acreage Limitation. Please see Exhibit C for detailed comments.
Mr. Brad Belanger, South Grove Township, addressed the County Board regarding Solar Energy Systems County-Wide Acreage Limitation evaluation period. He additionally requested that the County establish a period of assessment for industrial Solar Energy Systems. Please see Exhibit D for detailed comments.
Mr. John Lyon, Mayfield Township, addressed the Board regarding Solar Energy Systems County-Wide Acreage Limitation evaluation period.
APPOINTMENTS Chairman Frieders recommended approval of the following appointment:
a. DeKalb County Sheriff: Andrew Sullivan appointed immediately to fill out the unexpired term until November 30, 2022.

It was moved by Mr. Faivre and seconded by Mr. Osland to approve the recommended appointment for County Sheriff as presented.

b. Regional Planning Commission: Terri Voitik (Lee) and Todd Latham (Sandwich) both appointed until March 31, 2024.
c. Stormwater Management Committee: Kevin Bunge, Paul Stoddard, Todd Latham, Patricia Vary, Zak Gill, and Mark Bushnell all reappointed for two-year terms until June 30, 2023; Jan Melton appointed immediately to fill an unexpired term until June 30, 2022.
d. General Assistance Appeal Board: Jim Hanson, Amy Mathey, Randy Bourdages, Garry Smith, and John Frieders all reappointed for three-year terms until June 30, 2024. e. Ordinance O2021-09: An Ordinance Approving a Zoning Map Amendment for 100 Gletty Road in Sandwich Township
Motion
Mr. Faivre moved the DeKalb County Board hereby approves, with conditions as outlined in the Ordinance, a Zoning Map Amendment to rezone the property located at 100 Gletty Road in Sandwich Township from BC, Business Conservation to PD-I, Planned Development – Industrial in order to allow for the operation of a vehicle repair facility and the establishment and operation of a 30,000-gallon propane storage tank to be used in conjunction with a propane business owned by Arneson Oil. Mrs. Emmer seconded the motion.

COUNTY HIGHWAY COMMITTEE
Resolution R2021-45: Local Agency Agreement with the State of Illinois for Federal Participation in the Construction of New Lebanon Road Bridge

Mr. Plote moved that the DeKalb County Board hereby approves to enter into an agreement with the State of Illinois for certain improvements to the bridge over Coon Creek carrying New Lebanon Road, located in Genoa Road District, with said improvements to be estimated at a cost of $475,000.00 with the local share to be estimated at $19,000.00, and further authorizes the Chairman of the Board to execute to appropriate Local Agency Agreement for Federal Participation with the State of Illinois. Mr. Osland seconded the motion.

Resolution R2021-46: Local Agency Agreement with the State of Illinois for TARP Funding in Conjunction with the Resurfacing of South First Street, Perry Road, and Waterman Road Motion
Mr. Plote moved that the DeKalb County Board hereby approves to enter into an agreement with the State of Illinois for certain improvements to 10.55 miles of Waterman Road (Perry Road to Waterman Village Limits), Perry Road (South First Street to Illinois State Route 23), and South First Street (DeKalb City Limits to Perry Road), with said improvements to be estimated at a cost of $3,300,000.00 with the local share to be estimated at $2,400,000.00, and further authorizes the Chairman of the Board to execute the appropriate Local Agency Agreement for Truck Access Route Program (TARP) funding with the State of Illinois. Ms. Mann-Lamb seconded the motion.

Mr. Plote moved the DeKalb County Board hereby approves to enter into an agreement with the State of Illinois for certain improvements to 6.66 miles of Chicago Road, from Shabbona Road east to Illinois State Route 23, with said improvements to be estimated at a cost of $1,592,000.00 with the local share to be estimated at $940,630.00, and further authorizes the Chairman of the Board to execute the appropriate Local Agency Agreement for Truck Access Route Program (TARP) funding with the State of Illinois. Mr. Plote moved that the DeKalb County Board hereby approves the lowest bid meeting specifications to Westside Tractor Sales Company of Lisle, Illinois for the provision of a new 2022 John Deere 410L Backhoe Loader in the total amount, after trade-in allowance, of $101,849.30; Additionally, the County Board further approves the lowest bid meeting specifications to Vermeer Midwest of Aurora, Illinois for the provision of a new 2021 Vermeer BC1000XL Brush Chipper in the total amount of $38,433.00. Mr. Plote moved DeKalb County Board hereby establishes a Class II Truck Route for 6.66 miles of Chicago Road from Shabbona Road to IL State Route 23. Mr. Osland seconded the motion. Voice Vote

Resolution R2021-50: Truck Route Resolution for S. First Street (Perry Road to City of DeKalb Limits, Perry Road (S. First Street to IL Route 23), and Waterman Road (Perry Road to Waterman Village Limits)

Mr. Plote moved the DeKalb County Board hereby establishes Class II Truck Routes for 5.05 of Waterman Road from Perry Road to Waterman Village Limits, 2.00 miles of Perry Road from South First Street to Illinois State Route 23, and for 3.50 miles of South First Street from DeKalb City Limits to Perry Road. Mr. Deutsch seconded the motion as presented.

HEALTH & HUMAN SERVICES COMMITTEE
Resolution R2021-51: Approval of Voluntary Action Center Pass-Through Agreement Motion
Ms. Crawford moved the DeKalb County Board hereby authorizes the execution of an Agreement to pass-through Section 5311 and Downstate Operating Assistance Program funds to Voluntary Action Center of Northern Illinois for the administration and operation of the rural transit service.

FINANCE COMMITTEE
Resolution R2021-52: A Resolution Accepting a One-Year Proposal to Provide Professional Auditing Services

Mr. Bagby moved that the DeKalb County Board does hereby accept the one-year Proposal to Provide Professional Auditing Services for the Fiscal Years Ending December 31, 2021 from Sikich LLP of Naperville, Illinois for the total amount of $92,415. Mr. Campbell seconded the motion.

9. Acreage Limitation, County‐Wide
In an effort to balance the County’s heritage of rich farmland with the emerging solar energy system technology, the DeKalb County Board has imposed a county‐wide limit of 8,000 total acres for the purposes of solar energy systems as the primary use; meaning commercial or industrial solar gardens and farms. This limit does not apply to ancillary uses such as panels installed on rooftops or on farms for the purpose of powering that particular property. The Planning and Zoning Committee will review the acreage limitation at its regular meeting in January, 2024 and make a recommendation to the full DeKalb County Board.
Motion to Amend
Mr. Hughes moved to extend PZC’s review time from January, 2024 (2 years) to January, 2027 (5 years). Mr. West seconded the motion.

After quite a bit of discussion, the Chairman called for a roll call vote on the amendment to the motion. Those voting yea were Mr. Hughes, Mr. Osland, and Mr. West. Those opposed were Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann Lamb, Mr. Mohammad, Mr. Plote, Mr. Roman, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, and Chairman Frieders. The motion failed with three Members voting yea and eighteen opposed.
Motion to Amend
Mr. Roman moved to amend the original motion by replacing the following language to now read:

Those Members voting yea were Mr. Faivre, Ms. Leifheit, Mr. Luebke, Ms. Mann-Lamb, Mr. Mohammad, Mr. Roman, Vice-Chair Willis, Mr. Campbell, Ms. Cozad, Ms. Crawford, and Mr. Cummings. Those Members voting nay were Mrs. Emmer, Mr. Hughes, Mrs. Lampkins, Ms. Little, Mr. Osland, Mr. West, Mr. Bagby, and Chairman Frieders. Mr. Plote and Mr. Deutsch abstained. The motion carried with eleven Members voting yea, eight opposed, and two abstentions.

Chairman Frieders called for a roll call now on the motion as amended.
