City of Sandwich Committee of the Whole Council met July 19.

In the absence of Mayor Latham, City Clerk Ii called the meeting to order at 7:00 PM.
Roll call was taken:

Upon roll call, City Clerk Ii requested a motion to appoint a mayor pro tem for the remainder of the meeting. Motion made by Alderwoman Killey appointing Alderman Rich Robinson as mayor pro tem. City Department Reports:

Director of Public Works / City Engineer Horak
1. Brush Pickup: There will be no scheduled brush pickup for the month of July.
2. Plan Commission PC2021-08: Plan Commission made a recommendation of approval of a zoning change from an existing B-3 zoning district to an M-2 zoning district for Lonnie Avery at 2600 E. Church Street, by a vote of 7:0 at the July 13th, 2021 regular meeting.
3. Public Safety Complex: John Becker, Project Manager for Harbour Contractors, presented a list of items that could be removed from the proposed public safety building project to lowers costs. He emphasized that items related to ADA (American Disability Act) or life safety were not eliminated. After further Council discussion, an additional $90,221.70 in engineering options was deducted leaving a project budget of $3,283,196.36. Additional items eliminated included, but not limited to, lighting modification to existing parking lot; floor type changes; audio system at roll call; and wall protection panels. With the new deductions, approximately $83,196.36 in additional funding will be required. Chief Bianchi pointed out that building costs and interest rates will never be lower as the present. Alderwoman voiced concern about the $250,000.00 grant money appropriated for the public safety complex that was then explained by Engineer Horak.
4. 21-00000-00-GM Discussion (Resurfacing County Line Road and Center Street / Fairwind Boulevard): Resolution 21-04 entitled “Resolution for Improvement Under the Illinois Highway Code (BLR 14220)” for the City’s general maintenance through December 31, 2021was presented for review. Attached to the Resolution was the Intergovernmental Agreement with Somonauk for their portion of County Line Road west of E. 2750th Road. This will be placed on next week’s agenda for approval.
Aldermen Reports:
Alderman Holcomb raised concern about drag racing in the vicinity of 2nd and Joles Streets. Police of aware of the problem and have increased patrol. To thwart the continued problem, Alderman Holcomb suggested placing a stop sign at the intersection. Attorney Harrill will prepare an Ordinance for next week’s meeting.
Alderwoman Johnson had a complaint about a garbage problem. In the past, the Health Department had been contacted, and the problem was resolved. The problem has again resurfaced. Chief Bianchi said he will make contact with the business.
Alderman Kreinbrink also had a complaint about hot rodding in the vicinity of 1st & DeKalb Streets requesting an increase in police presence. He also shared information on a webinar hosted by DeKalb County GIS (Geographical Information Systems) attended by himself, City Engineer Horak and Mayor Latham. Additionally, Alderman Kreinbrink described a sidewalk ap designed by the County to monitor asset maintenance on City sidewalks.
Announcements: The Finance Committee Meeting will meet immediately following the Committee of-the-Whole Meeting on July 19, 2021.
Adjournment: There being no further business to come before the Council, motion made by Alderman Holcomb and seconded by Alderwoman Johnson to adjourn the Committee-of-the Whole council meeting at 7:54 PM. Motion carried unanimously on voice vote.
