City of Sandwich City Council met Aug. 9.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:00 PM followed by the Pledge of Allegiance led by Alderman Whitecotton

Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Fritsch, Johnson, Killey, Kreinbrink, Robinson & Whitecotton

Quorum established

Also present: Director of Public Works / City Engineer Horak & City Treasurer Dell Absent: Attorney Harrill, Aldermen Holcomb & Littebrant, and EMA Director Ciciora

Chief Bianchi arrived at 7:10 PM

Audience Comments: None

Consent Agenda: Motion made by Alderman Fritsch and seconded by Alderman Kreinbrink to adopt the Consent Agenda as presented. Motion carried unanimously on voice vote.

a. Approval of Regular Council Meeting Minutes of July 26, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of August 2, 2021

c. Approval of August bills totaling $ 167,647.20

Mayor Latham

a. Outdoor Dining: Mayor Latham wants to formulate a draft ordinance for 1st reading by next week’s meeting in order to approve and be passed by the Council the following week. The ordinance, to be tailored on community need, would include an array of subsections such as a sidewalk café versus a parklet café, permits, zoning requirements, service hours, and prohibitive areas.

b. Executive Session: Mayor Latham requested Executive Session at 7:16 PM under 5 ILCS 120/Section 2(c)(5) “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired”; and under 5 ILCS 120/Section 2(c)(6) “The setting of a price for sale or lease of property owned by the public body”.

Alderman Robinson requested Executive Session under 5 ILCS 120/Section 2(c)2 “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees”. No action will be taken.

So moved by Alderman Whitecotton, and seconded by Alderman Robinson. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 6:0

Alderman Robinson made a motion to return to regular session of the Council Meeting at 7:55 PM. Motion was seconded by Alderwoman Johnson. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 6:0

Foster, Buick, Conklin & Lundgren Law Group: Absent

City Clerk Ii: No report

City Treasurer Dell advised the City’s insurance is due for renewal. He is seeking a copy of the City’s assets for clarification and will contact Wes Levy from Lauterbach & Amen.

City Department Reports:

EMA Director: Absent

Chief Bianchi: No report

Director of Public Works / City Engineer Horak

a. Brush Pickup: Bush pick up continues for August. Date for Ward 2 is August 9th.

b. IDOT Contract 108-66L87: Pavement patching and striping on Church Street (U.S. Route 34) from Pearl Street to Duvick Avenue scheduled to begin Monday, August 9th. Work has been delayed because of area thunderstorms but would resume in the morning.

c. Plan Commission regular meeting is scheduled for Tuesday, August 10, 2021 at 6:30 pm in the City Hall Annex Building. On the agenda is PC2021-10: Discussion of a proposed text amendment to Section 98-38(c)(16) of the Sandwich Municipal Code to create a special use for solar power generation in the B-1 Local Business District. Text amendment would allow special use zoning for a solar array.

d. 20-00000-00-GM (Completed Crack Filling: 6th Street, Whitetail Lane, 5th Street, Castle Street, Reimann Avenue, Red Fox Circle, Center Street, Briarwood Lane, Chestnut Circle, and South Wind Drive): Engineer Horak requested approval of Resolution 21-09 entitled “Resolution for Maintenance Under the Illinois Highway Code” (BLR 14220) for the City’s general maintenance from January 1, 2020 through December 31, 2020.

So moved by Alderman Whitecotton, and seconded by Alderwoman Johnson. Motion carried unanimously via voice vote.

Aldermen Reports: Alderwoman Killey advised that she has received quotes on the Opera House roof repairs.

Announcements: The next Finance Committee Meeting will be held on Monday, August 16th, 2021, following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Kreinbrink to adjourn the Regular Council meeting at 7:57 PM. Motion carried unanimously via viva voce vote.
