DeKalb County Sheriff's Merit Commission met Oct. 12.

Here are the minutes provided by the commission:

The Merit Commission met in the Sheriff’s Conference Room at the DeKalb County Sheriff’s Office.

I. Call to Order

Chairman Todd Walker called the meeting to order at 4:01 PM on Oct. 12, 2021.

II. Roll Call

Commissioners present at the meeting were: Chairman Todd Walker, Commissioner Anita Turner, and Secretary Bryan Perry. Also present was Sheriff Andy Sullivan.

III. Approval of Agenda

Todd Walker called for the approval of the agenda. Anita Turner moved and Bryan Perry seconded. All voted Yes. Motion passed.

IV. Approval of Minutes

Minutes from the previous meeting held 09/28/2021 were reviewed by Commissioners. Chairman Todd Walker called for approval of those minutes. Motion for approval was made by Bryan Perry and seconded by Anita Turner. All were in favor. Motion passed.

V. Public Comment

Though it was an open public meeting, no audience was present.

VI. Correspondence

Generic recruitment flyer given to Sheriff Sullivan for consideration.

VII. Promotional Testing Waiver Request

Sheriff Sullivan presented the Merit Commission with a waiver for an attempt to test for Patrol Sergeant from Dep. Ian Buchanan who was a lateral hire two (2) years ago. A minimum requirement to test for Patrol Sergeant is that the candidate must have been with the Sheriff’s Office for a minimum of three (3) years. Dep. Buchanan is one (1) year short of this requirement. The waiver request was reviewed. Chairman Todd Walker was not in favor of granting the request and called for a motion to deny the waiver request from Dep. Buchanan. A motion to deny the waiver request was made by Anita Turner and Bryan Perry seconded. All were in favor. Motion passed.

VIII. Potential Lateral Transfer Request

Sheriff Sullivan discussed a potential lateral hire to the Corrections Division. We are currently in the process of doing the applicant’s background investigation. The applicant currently works for the Cook County Sheriff’s Office and has 2 years prior corrections experience from another agency in another state. He currently lives in Sycamore and no longer wants to make the commute to Cook County. Sheriff Sullivan has met with the applicant and believes he is a promising candidate. Sheriff Sullivan asked the commission pending the outcome of his background, psychological and polygraph, if he passes all tests - if the commission would approve a waiver for lateral hire to the corrections division for this applicant. Chairman Todd Walker was in favor of the waiver for lateral hire and asked the commission for a motion to approve the lateral hire request. A motion to approve was made by Bryan Perry and seconded by Anita Turner. All were in favor. Motion passed.

With no further business to discuss Chairman Walker called for a motion to adjourn at 4:13 PM. Anita Turner made the motion which was seconded by Bryan Perry. On a unanimous voice vote, the meeting was adjourned.
