COUNTY BOARD PROCEEDINGS

January 19, 2022

The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium on Wednesday, January 19, 2022 at 7:00 p.m. Chairman Frieders called the meeting to order and the Clerk called the roll. Those Members present were Ms. Dianne Leifheit, Mr. Jim Luebke, Mr. Jerry Osland, Mr. Roy Plote, Mr. Craig Roman, Mr. Ellingsworth Webb, Vice-Chair Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell,

Ms. Mary Cozad, Ms. Rukisha Crawford, Mr. Patrick Deutsch, Mr. Steve Faivre, and Chairman John Frieders. Those absent were Ms. Maureen Little, Ms. Terri Mann-Lamb, Mr. Larry West, Mrs. Karen Cribben, Mr. Bill Cummings, Mrs. Laurie Emmer, Mr. Tim Hughes, Ms. Kiara Jones, and Mrs. Kathy Lampkins. A quorum was established with fourteen Members present, nine absent, and one vacancy.

Chairman Frieders asked Ms. Leifheit to lead in the reciting of the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion

It was moved by Mr. Osland and seconded by Mr. Roman to approve the agenda as presented. Voice Vote

Chairman Frieders called for a voice vote to approve the agenda as presented. All Members present voted yea. Motion carried unanimously.

APPROVAL OF MINUTES

Motion

Ms. Cozad moved to approve the minutes of the December 8, 2021 County Board Meeting. Mr. Faivre seconded the motion.

Voice Vote

Chairman Frieders asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.

COMMUNICATIONS AND PROCLAMATIONS

Employee Service Awards

Chairman Frieders and the Board recognized the following County Employee who celebrated a Service Award in the month of January 2022: Five Years: Jaclyn Bowers – Treatment Courts, Darby Henke – State’s Attorney’s Office, Angie Arnold – Finance Office, Yomaira Torres – Rehab & Nursing Center, Daniel Anderson – Judiciary; Ten Years: Michael Douglas – Treatment Courts; Fifteen Years: Michelle Copple – Circuit Clerk’s Office, Corey Divine – Sheriff’s Office; Twenty-Five Years: Debbie Haley – County Clerk & Recorder’s Office.

PUBLIC COMMENTS

There were no public comments.

APPOINTMENTS

Chairman Frieders recommended approval of the following appointments:

a. DeKalb County Board Member, District 5: Michelle Pickett appointed immediately to fill the unexpired term of Linda Slabon until November 30, 2022.

Motion

It was moved by Mr. Luebke and seconded by Ms. Crawford to approve Ms. Pickett’s appointment recommendation to the County Board.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

Since she was not present, it was noted that Ms. Pickett would be sworn-in as soon as possible.

b. County Board Committee Assignments: Michelle Pickett appointed immediately to the Health & Human Services Committee and the Forest Preserve Operations Committee until November 30, 2022; Suzanne Willis appointed immediately as Vice-Chair of the Law & Justice Committee until November 30, 2022.

Motion

It was moved by Mr. Campbell and seconded by Mr. Faivre to approve the recommended Committee Assignments.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

c. Board of Health: Rukisha Crawford reappointed for a one-year term beginning January 1, 2022 until December 31, 2022; Dr. Kellen Bosma newly appointed for a three-year term beginning January 1, 2022 until December 31, 2024; Dr. Derryl Bock and Jessica Harrill both reappointed for three-year terms beginning January 1, 2022 until December 31, 2024. It was moved by Mr. Webb and seconded by Ms. Cozad to approve the recommended Board of Health appointments.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

d. DeKalb County Nursing Home Foundation Board: Carol Evans, Robert Higdon and Judy Royer all reappointed for three-year terms until November 30, 2024.

Motion

It was moved by Ms. Leifheit and seconded by Vice-Chair Willis to approve the recommended Nursing Home Foundation Board appointments.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

e. Emergency Telephone Systems Board (E-911): Mike Thomas appointed immediately to fill the unexpired term of Jeff McMaster until December 31, 2023.

Motion

It was moved by Mr. Osland and seconded by Mr. Roman to approve the recommended E-911 Board appointments.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

REPORTS FROM STANDING COMMITTEES

COUNTY HIGHWAY COMMITTEE

Ordinance O2022-01: An Ordinance of the County of DeKalb, Providing for the Establishment of an Altered Speed Zone on Pleasant Hill Road

Motion

Mr. Plote moved that the DeKalb County Board hereby approves establishing an altered speed zone of 45 mph on Pleasant Hill Road beginning 2,730 feet north of Illinois State Route 72 and continuing north from that point for a distance of 1,350 feet. Mr. Osland seconded the motion as presented.

Voice Vote

The Chair called for a voice vote. All Members present voted yea. The motion carried unanimously.

Resolution R2022-01: Award Resolution for the Purchase of One New Cab and Chassis Motion

Mr. Plote moved that the DeKalb County Board hereby approves the lowest bid meeting specifications to CIT Trucks, Inc. of Rockford, Illinois for the provision of one new 2023 Mack Granite 64BR Series Tandem Axle Cab and Chassis in the total amount of $130,309.00. Mr. Webb seconded the motion.

Roll Call Vote

Chairman Frieders called for a roll call vote on the motion. Those voting yea were Ms. Leifheit, Mr. Luebke, Mr. Osland, Mr. Plote, Mr. Roman, Mr. Webb, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Deutsch, Mr. Faivre, and Chairman Frieders. All Members present voted yea. The motion carried unanimously.

ECONOMIC DEVELOPMENT COMMITTEE

Resolution R2022-02: Selecting DeKalb County Convention & Visitors Bureau as the County’s Agency of Record for Tourism Promotions

Motion

Ms. Crawford moved that the DeKalb County Board hereby selects the DeKalb County Convention & Visitors Bureau as DeKalb County’s Agency of Record for Tourism Promotions for the Illinois Office of Tourism for the 2022 Fiscal Year (January 1, 2022 to December 31, 2022). Mr. Faivre seconded the motion.

Voice Vote

The Chairman called for a voice vote. All Members present voted yea. The motion carried unanimously.

LAW & JUSTICE COMMITTEE

Resolution R2022-03: A Resolution Approving the Purchase of Replacement Tasers for the DeKalb County Sheriff’s Office

Motion

Ms. Leifheit moved that the DeKalb County Board hereby approves the purchase of fifty-one (51) replacement tasers, for the Sheriff’s Office to be used in Patrol and Corrections, from Axon Enterprise, Inc. of Scottsdale, Arizona in the total amount of $190,402.90, which is to come from the Special Projects Fund Reserve. Mr. Webb seconded the motion as presented. Roll Call Vote

A roll call vote was taken on the motion as presented. Those voting yea were Ms. Leifheit, Mr. Luebke, Mr. Osland, Mr. Plote, Mr. Roman, Mr. Webb, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Deutsch, Mr. Faivre, and Chairman Frieders. All Members present voted yea. The motion carried unanimously.

Ordinance O2022-02: An Ordinance Establishing Civil Fees and Criminal and Traffic Assessments to be Charged by the Clerk of the Circuit Court

Motion

Ms. Leifheit moved that the DeKalb County Board hereby approves that the Circuit Court Clerk’s Civil and Criminal Fees and Assessments are hereby enacted pursuant to the requirements of 705 ILCS 105/27.1b of the Clerks of the Court Act and the Criminal and Traffic Assessment Act (705 ILCS 135/1-1, et seq.) as outlined in the Ordinance and shall be effective on January 1, 2022. Ms. Cozad seconded the motion.

Chairman Frieders called for a roll call vote. Those voting yea were Ms. Leifheit, Mr. Luebke, Mr. Osland, Mr. Plote, Mr. Roman, Mr. Webb, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Deutsch, Mr. Faivre, and Chairman Frieders. All Members voted yea. The motion carried unanimously.

FINANCE COMMITTEE

Claims – December 2021 & January 2022

Motion

Mr. Bagby moved to approve the payment of claims for last month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $8,205,971.02 as well as for approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $8,441,832.71. Ms. Leifheit seconded the motion.

Roll Call Vote

Chairman Frieders asked for a roll call vote on the approval of the December 2021 and the January 2022 Claims. Those Members voting yea were Ms. Leifheit, Mr. Luebke, Mr. Osland, Mr. Plote, Mr. Roman, Mr. Webb, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Deutsch, Mr. Faivre, and Chairman Frieders. All Members present voted yea. The motion carried unanimously.

Motion

Mr. Bagby moved to accept and place on file the following Reports of County Officials

1. Cash & Investments in County Banks – November & December 2021

2. Public Defender’s Report – November & December 2021

3. Adult & Juvenile Monthly Reports – November & December 2021

4. Pretrial Report – November & December 2021

5. Sheriff’s Jail Report – November & December 2021

6. Building Permits & Construction Reports – November & December 2021

7. Circuit Clerk’s Six-Month Report (ending December 31, 2021)

Mr. Faivre seconded the motion.

Voice Vote

The Chairman requested a voice vote to accept the Reports of County Officials as presented. Motion carried unanimously.

EXECUTIVE COMMITTEE

Resolution R2022-04: A Resolution Approving the Award of a Contract of Consulting and Brokerage Services Related to the DeKalb County Rehab & Nursing Center Motion

Vice-Chair Willis moved that the DeKalb County Board hereby approves and authorizes the Chairman of the Board to execute a contact, with terms as outlined in the Resolution, to Marcus and Millichap for Consulting and Brokerage Services related to the DeKalb County Rehab & Nursing Center. Mr. Faivre seconded the motion.

Chairman Frieders called for a roll call vote on the motion as presented. Those Members voting yea were Ms. Leifheit, Mr. Luebke, Mr. Osland, Mr. Plote, Mr. Roman, Mr. Webb, Vice-Chair Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Deutsch, Mr. Faivre, and Chairman Frieders. All Members present voted yea. The motion carried unanimously.

ADJOURNMENT

Motion

Ms. Crawford moved to adjourn the meeting at 7:26 p.m. Mr. Osland seconded the motion.

The motion to adjourn the meeting carried unanimously.
