City of Dekalb Citizen Police Review Board met Feb. 10.

The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Chair Maurice McDavid called the meeting to order at 6:02 p.m.
Executive Assistant Ruth Scott called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, and John Walker. Veronica Origel was absent at roll call.
Others in attendance included Police Chief David Byrd, Deputy Police Chief Jason Leverton, Police Commander Craig Woodruff, and Police Sergeant Ryan Wilkins.
B. APPROVAL OF THE AGENDA
MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker.
VOTE: Motion carried by a 4-0-1 voice vote of the CPRB members present.
C. APPROVAL OF THE MINUTES
1. February 3, 2022
MOTION: Mr. Walker moved to approve the minutes; seconded by Mr. Carlson.
VOTE: Motion carried by a 4-0-1 voice vote of the CPRB members present.
D. PUBLIC PARTICIPATION
Mark Charvat stated it would be helpful if the CPRB meetings were video recorded and posted on the City’s website since there’s only so much information that can but put into minutes of the meetings. He also stated it would be helpful if material provided to the CPRB was made available as background information for future agendas. Mr. Charvat also spoke to license plate readers (LPRs), stating it’s a great plan as long as their used properly.
Ms. Origel arrived at 6:07 p.m.
E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS
Police Chief Byrd provided a brief recap of the February 3, 2022, CPRB meeting.
Deputy Policy Chief Leverton then provided an overview of the Police Department’s Use of Force policy (Policy 103.3), providing copies of the policy to the members. He also noted that all of the Police Department’s policies are posted on the City’s website.
Police Commander Woodruff and Police Sergeant Wilkins provided further information regarding use of force, which included an overview of “Graham Factors”, derived from Use of Force Case Law Graham v. Connor (1989).
Brief discussion ensued.
Police Commander Woodruff and Police Sergeant Wilkins then provided physical examples of the types of force used for arrests from a cooperative person to a deadly force assailant.

At this point in the meeting, orientation transitioned to the force simulator, where each CPRB member was provided the opportunity to use the simulator for various types of situations and encounters police may find themselves in.

F. DATE OF NEXT MEETING
It was noted that the next meeting of the CPRB is scheduled for March 3, 2022.
Prior to the adjournment of the meeting, Police Chief Byrd gave each CRPB member a book titled Six Lessons to Racial Intelligence.
G. Adjournment
MOTION: Ms. Noreiko moved to adjourn the meeting; seconded by Mr. Walker. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. Chair McDavid adjourned the meeting at 8:02 p.m.
