City of Sandwich City Council met March 14.

Mayor Latham called the meeting to order at 7:00 PM followed by the Pledge of Allegiance led by Deputy Clerk Teckenbrock

Consent Agenda: Motion made by Alderwoman Johnson and seconded by Alderman Fritsch to adopt the Consent Agenda as presented. Motion carried unanimously on voice vote

Mayor’s Report
a. Resolution 22-04 for the City of Sandwich to make an application to the KKCOM Surface Transportation Program for Grant Funding for the Improvement of Main Street Between Center Street and Knights Road Committing Motor Fuel Tax Funds for Phase I and Phase II Engineering if Selected. Phase I $260,000 and Phase II $290,000 Estimated Cost.
Motion made by Alderwoman Killey, and seconded by Alderman Whitecotton, Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 6:0
b. Contract with EEI (Engineering Enterprises Inc), Sugar Grove, IL to complete a Water System Study not to exceed $235,000
Alderman Kreinbrink moved authorizing Mayor Latham to enter into a water system study with EEI. Motion was seconded by Alderwoman Johnson. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 6:0
c. Jason Davis, Vinez Bar, Liquor License Request: Grant a Class A Liquor License. At the request of owner, Jason Davis, this item was removed from the agenda.
d. Viren Nayi, Sandwich Shell Gas Station (110 N. Main) Liquor License Request: Grant Class B Liquor License. Matter was not discussed due to lack of motion.
e. Executive Session under 5 ILCS 120/2(c)(1) and 5 ILCS 120/2(C)(2) – Personnel and Collective Matters: Motion made by Alderman Fritsch to move into Executive Session at 7:11 PM for personnel under 5 ILCS 120/Section 2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity”; and for collective bargaining under 5 ILCS 120 / Section 2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees”. EMA Director Ciciora: No report
Chief Bianchi announced that Sergeant Travis Kurtz has resigned effective April 1, 2022. Chief is seeking approval from the Council to start the background process to replace open positions on the police force noting he is not planning on replacing the rank. Mayor raised the question, since the City is in the midst of planning the FY 2022-2023 budget, if the Council is interested in increasing staffing for the police department. Council indicated they were not opposed to creating an eligibility list, but Chief cautioned that if open positions are not filled, it will cost the City in overtime. Council was supportive of conducting background checks for eligible candidates.
Engineering: EEI is investigating possible funding for repairs to Pleasant Avenue.
Aldermen Reports:
Alderman Fritsch recommended to initiate a traffic study for S. Main Street. The study will be conducted in-house by the Police Department.
Alderman Littlebrant wanted to thank Sewer Superintendent Brad Eade and Street Superintendent Sean Horan for reaching out to him and advising on the Pleasant Avenue sewer issues. Alderman Littlebrant added that he had been out of town, and had not been available.
Announcements: Next Finance Committee Meeting will be held on Monday, March 21st at 7:00 PM.
Special Meeting to immediately follow the Regular Meeting of Monday, March 14th, 2022, for 2022- 2023 Budget discussion.
Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderwoman Johnson to adjourn the Regular Council meeting at 8:18 PM. Motion carried unanimously via viva voce vote.
