DeKalb County Emergency Telephone System Board met April 6.
Here are the minutes provided by the board:
1. CALL TO ORDER
Vice-Chairman Polarek called the meeting to order at 3:00pm.
a. Board Members Present:
Bomar, Byrd, Johnson, McAllister, Plote, Polarek, Thomas, and Willis.
b. Board Members Absent:
Bianchi and Leverton
c. Guests Present:
Sheriff Andy Sullivan, DeKalb Sheriff’s office; Sean Woyna, DeKalb Police Dept. Other members of both Communications Centers in support of the TC’s being recognized.
d. Also Present:
Becky Springer, DeKalb County Treasurer and Heather Butler, 9-1-1 Coordinator.
2. Agenda
a. Vice-Chairman Polarek asked for any amendments to the agenda.
A motion was made by Plote and seconded by Byrd to approve the agenda. The motion passed.
3. General Meeting Minutes:
a. A motion to approve the minutes of the March 2, 2022 meeting was made by Byrd and seconded by Bomar. The motion passed.
4. Telecommunicator Recognition –
a. Sabrina Brooks from DeKalb Sheriff PSAP recognized for her role in a robbery at Walgreens in Sycamore, presented with a certificate.
b. Elizabeth Basham from DeKalb PD PSAP recognized for her role in assisting with a threat made at a school, presented with a certificate.
5. Public Comment- None
6. Treasurer’s Report
a. Monthly Treasurer’s Report
i. March report presented and discussed. A motion to approve the March 2022 monthly report was made by Johnson and seconded by Thomas. Motion passed.

A motion to pay the April bills was made by Plote and seconded by McAllister. A roll call vote was taken; Bomar – Y, Johnson – Y, Willis – Y, Thomas – Y, Plote – Y, Polarek – Y, Byrd – Y, McAllister – Y. Motion passed.
7. TC Conference Scholarship Subcommittee –
a. Volunteers from the board needed for a subcommittee to stay after the meeting and select award winners from the applicants for the TC conference scholarship. Johnson, Plote, Willis, and McAllister all volunteered.
8. Radio Report
a. Sheriff Sullivan advised equipment for DeKalb PD has been ordered, no date yet for arrival, nothing else to report.
9. Grant Status -
a. Butler advised Solacom is still working with Cindy at the state to approve a invoice to help us close out this grant. Hope to have it completed in this quarterly reporting period.
b. No update on the FY23 Consolidation grant applied for.
10. NG911 Update –
a. Butler advised the date has shifted to late May. NINGA is working on a plan for text to and from 9-1-1. State is also looking into texting and h as mentioned the possibility of including these network costs into what the state pays for.
b. NINGA is meeting regularly. Working through a new amendment from Solacom regarding GIS data. Special thanks to Winnebago County ETSB who has been allowing all of NINGA to submit items for review to their Atty John Kelly.
11. Legislation –
a. Butler advised there has been 3 new appointments to the SAB within the last month, making it easier to meet quorum for them to meet.
b. CESSA – no big update. Regional committees still to be appointed, Cindy advised yesterday the larger committee she is on is meeting weekly. DMH also received a grant and will be looking into a consultant or two to work on protocols and policies. Possibly some changes to CESSA coming in fall session.
c. SB3127 – reclassification for TC’s, no update on this.
d. HB5502 – Cable and 9-1-1 came to agreement on this, bill is in the house.
12. Participating Agency Request- None
13. Coordinator’s Report –
a. Butler advised we have 5 schools that have scheduled 9-1-1 education this month, multiple classes at each school, almost 1000 students will be covered. TC’s from County and PD PSAP’s will be assisting with the presentations.
b. Next week is National Public Safety Telecommunicator Week, gifts purchases and ready for the dispatchers.
c. Wire management completed at DeKalb PD; everything is cleaned up nicely. d. Butler advised she worked with insurance to remove towers and unneeded coverage from insurance, premium cut in half.
14. Old Business- None
15. New Business- Plote asked the board is they were aware of facilities within the county with batteries, he was made aware of some at a substation wind farm. Has concerns about trainings and them being a hazard.
16. ADJOURNMENT- Byrd moved to adjourn the meeting and the motion was seconded by Bomar. The meeting adjourned at 3:26pm.
