City of Sycamore City Council met March 21.

ROLL CALL
Mayor Braser called the meeting to order at 7:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were: Virginia Sherrod, David Stouffer, Chuck Stowe, Alan Bauer, Nancy Copple, and Jeff Fischer. Alderman Josh Huseman and Pete Paulsen were absent. City Attorney Keith Foster was also present.

PRESENTATION OF PETITIONS, COMMUNICATIONS, AND BILLS
A. Presentation of the Draft FY23 City Budget.
City Manager Michael Hall said that he is excited to show the new draft budget and that the April 4th meeting will be the Public Hearing and First Reading. The April 18th meeting will be the Second Reading and action. Finance Director Brien Martin did a lot of work to create the new budget look making it easier to look at. He reviewed the draft and highlighted that he added more
funds for training; doubling the Police and Fire Departments and taking Public Works training budget from $1,500 to $20,000. He has added a budget for the Sycamore Chamber and the DeKalb County Tourism and Visitor Bureau. He said to contact himself or Brien Martin with any questions.
REPORT OF OFFICERS
Public Works Director Matt Anderson elaborated on needed training for traffic signal maintenance certifications, arborist certifications, and mandated operator certifications.

PUBLIC HEARINGS
Mayor Braser opened the Public Hearing for Ordinance 2021.31 at 7:14 pm and hearing no comments closed it at 7:15 pm.
ORDINANCES
A. Ordinance No. 2021.31 – An Ordinance Amending the Tax Increment Financing (TIF) Redevelopment Plan and Project and Redevelopment Project Area Boundary for Redevelopment Project Area No. 2.
City Engineer Mark Bushnell said that when TIF #2 was created, the County responded that one parcel is not in the city limits and the other two portions of the parcel are at FS; North Avenue which is publically owned and an entrance to the south. The parcel must be entirely in or out of the district. The intent was to include portions of that parcel to make them eligible for TIF funding. This is an amendment to remove the one parcel and the two portions of the other.
MOTION
Alderperson Stowe motioned to waive First Reading on Ordinance 2021.31 and Alderperson Stouffer seconded the motion.

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 6-0.

RESOLUTIONS
A. Resolution No. 907 – A Resolution Approving Preliminary and Construction Engineering Services with Municipal Engineering Corporation for Motor Fuel Tax Funds for FY23 for the City of Sycamore.
City Engineer Mark Bushnell said that this resolution that comes up each year is approving Engineer John Brady and Municipal Engineering Corporation to complete engineering services solely related to the MFT and caps it at 11.5% of construction costs.

Alderperson Fischer motioned to approve Resolution 907 and Alderperson Bauer seconded the motion.

B. Resolution No. 908 – A Resolution for Improvement by Municipality Under Illinois Highway Code in the City of Sycamore, Illinois.
City Engineer Mark Bushnell said that this is another resolution that goes to the Illinois Department of Transportation which explains which funds we are spending and where they are going. This includes Birchwood Drive, Ottawa, Walnut Streets, and the public alley next to the Frontier building. It uses a total of $510,000; $255,000 in Motor Fuel Tax money and $255,000 in the Rebuild Illinois Infrastructure Funds.

Alderperson Fischer motioned to approve Resolution 908 and Alderperson Stowe seconded the motion.

CONSIDERATIONS
A. Consideration of an Administrative Recommendation to Award a Contract in the Amount of $2,580,254.65 to Elliott & Wood, Inc. of DeKalb, Illinois for the 2022 Watermain and Street Improvements.
City Engineer Mark Bushnell said that this was one of the projects that was named in the 2019 Water Master Plan. It was recently bid with the goal to start within the next month. Baxter Woodman completed the design engineering. In keeping the project on budget with inflation and supply chain issues, they bid with two alternates being Governor Street and the far west side of Exchange Street. The recommendation is to complete the base bid and alternate one; Governor Street and leave Exchange Street for the future. This also includes a 5% contingency in case they run into any underground issues.

Alderperson Bauer motioned to approve the Consideration for $2,580,254.65 to Elliott & Wood and Alderperson Fischer seconded the motion.
