In the absence of Mayor Latham, City Clerk Ii called the meeting to order at 7:00 PM followed by the Pledge of Allegiance

Mayor Pro Tem: City Clerk Ii requested a motion appointing a mayor pro tem for the remainder of the meeting. Motion made by Alderman Whitecotton appointing Alderman Robinson has mayor pro tem. Mayor’s Report
a. Ordinance 2022-06 entitled “An Ordinance Amending Chapter 54 “Peddlers and Solicitors”, by Adding a New Article V, ‘Mobile Food Vendors’, of the City of Sandwich Municipal Code” presented for passage.
Motion made by Alderman Whitecotton approving the passage of Ordinance 2022- 06, as presented, to take effect July 1, 2022. Motion was seconded by Alderman Holcomb. Aye: Alderman Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 8:0
b. Ordinance 2022-09 entitled “An Ordinance Amending Chapter 54 “Peddlers and Solicitors”, by Adding a New Article VI “Farmers Market”, of the City of Sandwich Municipal Code” presented for first reading. Council reserves the right to waive first reading and adopt said Ordinance. Ordinance is amending the hours of operation for a Farmers Market to read 7 AM to 5 PM.
Alderman Whitecotton moved to waive the first reading of Ordinance 2022-09. Motion was seconded by Alderwoman Johnson. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay: 0 Motion carried 8:0

c. Ordinance 2022-08 entitled “An Ordinance Amending Chapter 2, “Administration”, Article III, “Officers and Employees”, Division 7 “Department Heads”, Section 2-275, “Appointment”, of the City of Sandwich Municipal Code” presented for first reading. Under the amendment, a City Administrator would be added to those approved annually by the mayor. Superintendents would be eliminated from the annual appointment by the mayor, and instead would be hired and evaluated by the City Administrator. Discussion will continue at next week’s Committee-of-the-Whole Meeting.
d. Economic Incentive Application: There was confusion if the application was to be approved by the Council or if further discussion was in order. Mention was made that amount had not been discussed previously. There was confusion about city employees and equipment would be available as an added incentive raising the question of liability and legal issues. No money was budgeted to fund an incentive program. Alderman Kreinbrink noted that there are other avenues that can be defined as an incentive, such as reducing and waiving fees. Applications would be approved by the Council. This matter will be further discussed at the next Committee-of-the-Whole Meeting on June 6th.
Foster, Buick, Conklin, Lundgren & Gottschaulk Law Group: No report
City Clerk Ii explained that because Colanne Schwemlein had not been sworn into office, Resolution 22-06 designating signatories for banking transactions will be presented for passage at the June 13th Regular Council Meeting.
At the request of Mayor Latham, Clerk Ii generated a revenue report that will be distributed monthly. City Treasurer: Colanne Schwemlein
City Department Reports:
EMA Director Ciciora reported that EMA responded to a mutual aid request from Plano regarding a missing teen.
Police Department: No report
Engineering: No report
Aldermen Reports:
Alderman Holcomb requested that the proposed golf cart ordinance be placed on next week’s agenda for further discussion.
Alderwoman Johnson inquired the status of flashing and scrolling digital LED signage. The topic continues to be researched but was noted that any business with a digital sign would be in violation of the City’s Municipal Code. Council cautioned that one business cannot be singled out if an amendment to the zoning code is required.
Alderman Kreinbrink congratulated the High School Class of 2022 on their graduation on May 22nd. He also thanked the EMA for their mutual aid assistance with Plano. Alderman Kreinbrink advised that the sidewalk issues are still being addressed and quotes are being obtained.
Announcements: The next Finance Committee Meeting will be held on Monday, June 6th, 2022 at a new time of 6:30 PM. There will be no meeting on Monday, May 30th, 2022 being a holiday, and the 5th Monday of the month.
Adjournment: There being no further business to come before the Council, motion made by Alderwoman Johnson and seconded by Alderman Holcomb to adjourn the Regular Council meeting at 7:29 PM. Motion carried unanimously via viva voce vote.
