City of Sandwich City Council met June 27.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:07 PM followed by the Pledge of Allegiance led by Alderwoman Killey

Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Fritsch, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Quorum established

Also present: Attorney Gottschalk, City Treasurer Schwemlein, Chief Bianchi & EMA Director Ciciora

Absent: Alderwoman Johnson & Building Official Steffens

Remote Participation: Having met the prerequisites to attend the meeting via electronic means under Ordinance 2019-03, a motion was made by Alderman Fritsch, and seconded by Alderwoman Killey, permitting the participation of Alderman Kreinbrink for the June 27th, 2022 meeting. Motion carried unanimously via voice vote.

Audience Comments: None

Amendments to Consent Agenda: The following deletions, corrections, and amendments were made to the Consent Agenda – removal of Item “c” (approval of May, 2022 Financials & Treasurer’s Report) and Item “g” (IDOT Local Public Agency Contract); Item “d” was corrected to read June bills totaling $192,861.50.

Alderman Whitecotton moved to accept the amendments to the Consent Agenda of June 27th, 2022. Alderman Fritsch seconded. Motion carried unanimously via voice vote.

Consent Agenda: Motion made by Alderman Fritsch and seconded by Alderman Whitecotton adopting the Consent Agenda, as amended. Motion passed via voice vote.

a. Approval of Regular Meeting Minutes of June 13th, 2022

b. Approval of Committee-of-the-Whole Minutes of June 6th & 20th, 2022

c. Approval of May, 2022 Financials & Treasurer’s Report removed by motion

d. Approval of June bills totaling $ 190,986.28 corrected by motion to read $192,861.50

e. Authorize the Mayor to renewal the City’s electrical aggregation at the lowest, current market rate

f. Authorize the Mayor to sign the 2022 EEI Water Study Agreement

g. Authorize the Mayor to sign IDOT Local Public Agency Formal Contract with Universal Asphalt & Excavating, Inc. in the amount of $439,366.68 for 2022 Local Street & Road Improvement Projects removed by motion

h. Approval of the 10th contract installment payment to Harbor Contractors in the amount of $190,986.28 drawn from budget line item #010.0107.90.6800

Mayor’s Report

a. IDOT Contract for Street & Road Improvements: Item “g” listed under the Consent Agenda was corrected to read “Authorize the Mayor to sign IDOT Local Public Agency Formal Contract with Universal Asphalt & Excavating, Inc. in the amount of $439,368.68 for 2022 Local Street & Road Improvement Projects”. The IDOT bid was budgeted under line #110.0000.90.6860; specific streets were as recommended by IDOT.

Motion made by Alderman Robinson authorizing Mayor Latham to sign the IDOT contract for street and road improvements with Universal Asphalt & Excavating, Inc. Motion was seconded by Alderman Littlebrant. Aye: Aldermen Fritsch, Killey, Kreinbrink, Littlebrant, Robison & Whitecotton Nay:0 Motion carried 6:0

b. Ordinance 2022-08 entitled “An Ordinance Amending Chapter 2, “Administration”, Article III, “Officers and Employees”, Division 7 “Department Heads”, Section 2-275, “Appointment”, of the City of Sandwich Municipal Code” presented for passage.

So moved by Alderman Fritsch. Alderman Littlebrant seconded. Aye: Aldermen Fritsch, Killey, Kreinbrink, Littlebrant, Robison & Whitecotton Nay:0 Motion carried 6:0

c. Ordinance 2022-11 entitled “An Ordinance Amending Chapter 54, “Peddlers and Solicitors” of the City of Sandwich Municipal Code” presented for passage.

Motion made by Alderman Littlebrant to adopt Ordinance 2022-11 as presented. Alderman Whitecotton seconded. Aye: Aldermen Fritsch, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried unanimously

d. Ordinance 2022-07 entitled “An Ordinance Amending Chapter 82 “Traffic and Vehicles”, Authorizing the Operation of Qualified Golf Carts and Utility-Terrain Vehicles (not intended for 4 wheelers) on Streets Under the Jurisdiction of the City of Sandwich, Illinois, presented for adoption.

So moved by Alderman Littlebrant, and seconded by Alderman Whitecotton. Aye: Alderman Whitecotton Nay: Aldermen Fritsch, Killey, Kreinbrink, Littlebrant & Robinson Motion failed 1:5

Foster, Buick, Conklin, Lundgren & Gottschaulk Law Group: No report

City Clerk Ii recognized the recent passing of Randy Erickson, the former plumbing inspector for the City who retired a year ago. Additionally, Clerk Ii advised that the annual audit has started noting that her computer crashed last week creating a challenge for the auditors.

City Treasurer Schwemlein reported that she has delivered documentation to local banks to start the new signatory process.

City Department Reports:

EMA Director Ciciora: No report

Police Department: Chief Bianchi advised that the air conditioning unit has failed at the police department. Given the timeline of moving into new facilities, he does not want to spend additional funds on the old building. Chief also reported that Sidetrack’d Bar has requested street closures on July 9th and July 16th. They will be hosting a poker run on the 9th, and the 2nd annual rib fest on the 16th to benefit the fire department.

Engineering: No report

Aldermen Reports:

Alderman Fritsch recommended new speed signs in the school zones lowering the speed limit to 20 mph. The Mayor added he would also like to see flashing yellow lights and asked the Budget Committee if funding can be allocated. The new speed zone would affect the schools south of Route 34 (Church Street). The ability to issue citations would fall under the Illinois Vehicle Code; however, Attorney Gottschalk felt it should also be listed under the City’s Municipal Code.

Alderwoman Cara Killey made a motion to approve payment to R.B.Crowther in the amount of $3,950.00 drawn from budget line item #001.0005.70.5575. Invoice is for roof repairs for the Opera House.

Announcements: The next Finance Committee Meeting will be held on Tuesday, July 5th, 2022 at 6:30 PM followed by the Committee-of-the-Whole at 7:00 PM. Due to the July 4th holiday, no meetings will be held on Monday.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Whitecotton to adjourn the Regular Council meeting at 7:33 PM. Motion carried unanimously via viva voce vote.
