City of Sandwich Committee of the Whole Council met July 18.

Here are the minutes provided by the council:

In the absence of Mayor Latham, City Clerk Ii called the meeting to order at 7:00 PM. Roll call was taken:

Present: Clerk Ii, Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Quorum established

Also Present: City Attorney Gottschalk, City Treasurer Schwemlein, Chief Bianchi EMA Director Ciciora & Building Official Steffens

Absent: Mayor Latham

Motion to Appoint Mayor Pro Tem: Motion made by Alderwoman Killey to appoint Alderman Rich Robinson as Mayor Pro Tem for the duration of the meeting. Alderman Whitecotton seconded. Aye: Aldermen Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried 7:0

Mayor:

N. Latham Street – HLR (informational only): An updated report covering the week ending July 9th, advised that issues with Nicor and ComEd continue. It is highly unlikely the Latham Street project will start prior to the Sandwich Fair as the project is already three months behind schedule. The utility companies’ work completion date is undeterminable and contract work cannot begin until the utility work is finished.

Main Street School Safety Zone Finalization: Ordinance 2022-12 entitled “An Ordinance Amending Chapter 82 “Traffic and Vehicles”, Article II, “Operation of Vehicles”, Division 2 “Speed”, by Retitling Section 82-62, “School Speed Zones”, of the City of Sandwich Municipal Code” was presented for first reading. Request was made of Council to review the ordinance prior to motion to adopt at next week’s meeting.

City of Sandwich Pavement Management Systems: Curt Dettman, project manager with Engineering Enterprises, Inc. (EEI) explained the PSA (Professional Services Agreement) for “Design Engineering Pavement Management System Development” Agreement. Under terms of the Agreement, EEI would create an inventory of the City’s 40-miles of roadway, testing of roadways would be conducted checking for cracks and deterioration, and create a quality control analysis of roadways. The City would be required to budget accordingly each fiscal year to meet 5-year improvement goals; and project financing could come from local gas tax, local sales tax, or increase annual real estate taxes. This matter will be placed on next week’s agenda for Council approval.

TurningPoint Energy Community Solar Farm: Alexander Mendelson, senior development management, gave a question-and-answer PowerPoint slide presentation on TurningPoint Energy and their developmental proposal of a community solar farm that would generate increased tax revenue for the City. The 30-acre site is located along Pratt Road, northwest of the City. The solar community farm could provide electrical power servicing up to 1,200 homes and would also create 50-75 jobs during the installation period. It is estimated the solar array could generate up to $36,000 annually in tax revenue. The farmed property is currently zoned R-1 and would require a rezoning to B-1. Question was raised if any of the proposed site is encompassed by Deerpath Woods, an approved PUD subdivision that has been approved by the City in the past.

Foster, Buick, Conklin, Lundgren & Gottschalk Law Group: Attorney Gottschalk advised that she has prepared an ordinance relating to parkway and off-street parking issues. Curt Dettman (EEI) will review prior to presentation for Council for review.

City Clerk Ii reported there have been several special event food truck licenses issued, including an annual food truck license. There have been no applicants for the farmers market applications.

City Treasurer Schwemlein reported that she is reviewing the City’s investment portfolio for maturing CD’s.

City Department Reports:

Engineering: No report

Aldermen Reports:

Alderman Kreinbrink gave an update on the proposed contract with Allen Visual regarding the audio / visual proposal. Discrepancies were reviewed and upgrades in pricing increased by $1,276.00. This will be placed on the agenda for next week’s voting meeting.

Alderman Littlebrant thanked Building Official Steffens and Police Chief Bianchi for addressing construction noise complaints at Fairwinds Subdivision.

Adjournment: There being no further business to come before the Council, motion made by Alderman Littlebrant and seconded by Alderwoman Johnson to adjourn the Committee-of the-Whole council meeting at 7:56 PM. Motion carried unanimously on voice vote.
