The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium at 7:46 p.m. President Frieders called the meeting to order, and the Secretary called the roll. Those Members present were Mr. Tim Bagby, Mr.

Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mr. Bill Cummings, Mr. Patrick Deutsch, Mr. John Emerson, Mrs. Laurie Emmer, Mr. Steve Faivre, Mrs. Kathy Lampkins, Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Jerry Osland, Ms. Michelle Pickett, Mr. Roy Plote, Mr. Stephen Reid, Mr. Craig Roman, Mr. Ellingsworth Webb, Mr. Larry West, Vice-President Suzanne Willis, and President John Frieders. Those absent were Mrs. Karen Cribben, Ms. Dianne Leifheit, and Ms. Maureen Little. A quorum was established with twenty-one Commissioners present and three absent.

APPROVAL OF AGENDA 

Motion 

Mrs. Emmer moved to approve the agenda as presented and Vice-President Willis seconded the motion.

Voice Vote 

President Frieders called for a voice vote to approve the agenda as presented. The motion carried unanimously.

APPROVAL OF MINUTES 

Motion 

Ms. Cozad moved to approve the minutes of the October 19, 2022, meeting. Mr. Webb seconded the motion.

Voice Vote

President Frieders asked for a voice vote on the approval of minutes. All Commissioners present voted aye. Motion carried unanimously.

PUBLIC COMMENTS 

There were no public comments.

COMMUNICATIONS & PROCLAMATIONS 

None.

STANDING COMMITTEE REPORTS 

Ordinance FP-O2022-01: Adoption of the Property Tax Levy for FY2023  

Motion 

Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners hereby approve to levy upon all the taxable property within DeKalb County, as assessed, for the calendar year beginning January 1, 2022, and ending December 31, 2022, and to be collected for the fiscal year beginning January 1, 2023, and ending December 31, 2023, in the total amount of $1,836,000. Mr. Faivre seconded the motion.

Roll Call Vote 

President Frieders called for a roll call vote on the motion as presented. Those voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-President Willis, and President Frieders. All Commissioners present voted aye. The motion carried unanimously.

Ordinance FP-O2022-02: Annual Appropriation for FY2023 

Motion 

Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners hereby approve that the monies received by the County Treasurer from taxes and other revenues, for the use of the Forest Preserve District during the Fiscal Year starting January 1, 2023, and ending December 31, 2023, are hereby appropriated as set forth in the attached “Exhibit A” for the purposes necessary for the Forest Preserve District to carry out its responsibilities. Ms. Pickett seconded the motion as presented.

President Frieders called for a roll call vote on the motion as presented. Those voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-President Willis, and President Frieders. All Commissioners present voted aye. The motion carried unanimously.

Resolution FP-R2022-04: A Resolution Approving the Purchase of Property in Somonauk, Illinois Motion 

Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners hereby approve the acquisition of approximately 60.86 acres, on S. County Line Road, Somonauk, Illinois (P.I.N.: 18-33-400-004 and 18-34-351-001) described on Exhibit A, attached hereto at a price of $10,000.00 per acre totaling $610,000.00. Mr. Emerson seconded the motion. Roll Call Vote

President Frieders called for a roll call vote on the motion. Those Commissioners voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-President Willis, and President Frieders. All Commissioners present voted aye. The motion carried unanimously.

Claims – November 2022 

Motion 

Mr. Roman moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $143,687.79. Mr. Faivre seconded the motion.

Roll Call Vote

The President asked for a roll call vote on the motion to approve and payment of the District’s November 2022 Claims. Those Commissioners voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-President Willis, and President Frieders. The motion carried unanimously.
