DeKalb County Board met Nov. 16.

Here is the minutes provided by the board:

The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium at 7:00 p.m. Chairman Frieders called the meeting to order, and the Clerk called the roll. Those Members present were Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mr. Bill Cummings, Mr. Patrick Deutsch, Mr. John Emerson, Mrs. Laurie Emmer, Mr. Steve Faivre, Mrs. Kathy Lampkins, Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Jerry Osland, Mr. Roy Plote, Mr. Stephen Reid, Mr. Craig Roman, Mr. Ellingsworth Webb, Mr. Larry West, Vice-Chair Suzanne Willis, and Chairman John Frieders. Those absent were Mrs. Karen Cribben, Ms. Dianne Leifheit, Ms. Maureen Little, and Ms. Michelle Pickett. A quorum was established with twenty Members present and four absent.

Mr. Bagby led in the reciting of the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion

It was moved by Ms. Mann-Lamb and seconded by Mr. Webb to approve the agenda as presented.

Voice Vote

Chairman Frieders called for a voice vote on the motion to approve the agenda as presented. All Members present voted yea. Motion carried unanimously.

Ms. Michelle Pickett arrived. There were now twenty-one Members present and three absent.

APPROVAL OF MINUTES

Motion

Mr. Faivre moved to approve the minutes of the October 19, 2022, County Board Meeting. Mrs. Emmer seconded the motion.

Voice Vote

The Chair asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.

COMMUNICATIONS AND PROCLAMATIONS

Employee Service Awards - November

Chairman Frieders and the Board recognized and congratulated the following County Employees who celebrated Services Awards in the month of November 2022: Five Years: Daniel Regna – State’s Attorney’s Office, Kristine Morris – County Clerk & Recorder’s Office, Nicholas Peterson – Sheriff’s Office; Ten Years: Kevin Noe – Sheriff’s Office, Rocio Marungo – Health Department; Fifteen Years: Blanca Silva – Rehab & Nursing Center, Darius House – Sheriff’s Office, Jeffrey Morgan – Highway Department, Tasha Sims – County Clerk & Administration Offices; Twenty Years: Timothy Duda – Sheriff’s Office, Jacquelyn Lane – Sheriff’s Office.

PUBLIC COMMENTS

Chief Civil Assistant State’s Attorney David Berault and County Administrator Brian Gregory both took a few minutes to provide some parting words for this County Board. They thanked those who would not be returning as well as thanked Chairman Frieders for his leadership and the Members for the many difficult decisions they made over the past two years.

APPOINTMENTS

Chairman Frieders recommended approval of the following appointments:

a. DeKalb County Public Building Commission: Matt Swanson reappointed for a five-year term until September 30, 2027.

b. Community Mental Health Board: Jane Smith and Jennie Geltz both reappointed for three-year terms beginning January 1, 2023 until December 31, 2026.

Motion

It was moved by Mr. Faivre and seconded by Mr. Luebke to approve the recommended appointments.

Voice Vote

Chairman Frieders called for a voice vote. The motion carried unanimously.

REPORTS FROM STANDING COMMITTEES

COUNTY HIGHWAY COMMITTEE 

Resolution R2022-228: MFT General Maintenance Resolution for 2023 Expenditures  Motion

Mr. Plote moved that the DeKalb County Board hereby authorizes the expenditure of MFT funds in the total amount of $2,123,000.00 for the purpose of maintaining streets and highways under the applicable provision of the Illinois Highway Code from January 1, 2023 to December 31, 2023. Mr. Roman seconded the motion.

The Chairman called for a roll call vote on the motion as presented. Those voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-Chair Willis, and Chairman Frieders. All Members present voted aye. The motion carried unanimously.

Resolution R2022-229: Fund Balance Resolution

Motion

Mr. Plote moved that the DeKalb County Board hereby notes that the Federal Highway Matching Tax Fund fund balance on December 31, 2022 is estimated to be approximately $3,900,000 and is encumbered for the projects, as outlined in the Resolution, anticipated to be completed in the next three fiscal years, and further recognizes that many necessary additional projects are already in the planning stages for years 2024 through 2027 that will take additional money from what is available in the existing fund balance and those are delineated on the attached scheduled with notice made to the public that the County Board, will, as reasonably practical, seek to begin saving money in order to address those future needs. Mrs. Emmer seconded the motion.

FINANCE COMMITTEE 

Ordinance O2022-23: Adoption of the FY2023 Tax Levy

Motion

Mr. Bagby moved that the DeKalb County Board hereby approves to levy upon all the taxable property within DeKalb County, as assessed, for the calendar year beginning January 1, 2022, and ending December 31, 2022, and to be collected for fiscal year beginning January 1, 2023, and ending December 31, 2023, in the total amount of $25,763,416. Mr. Faivre seconded the motion as presented.

Chairman Frieders called for a roll call vote on the motion as presented. Those voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-Chair Willis, and Chairman Frieders. All Members present voted aye. The motion carried unanimously.

Ordinance O2022-24: Adoption of the Annual Appropriation and Budget Ordinance for Fiscal Year 2023 

Motion

Mr. Bagby moved that the DeKalb County Board hereby approves that the monies received by the County Treasurer from taxes and other revenues, for the use of DeKalb County during the Fiscal Year starting January 1, 2023, and ending December 31, 2023, are hereby appropriated as set forth in the attached “Exhibit A” for the purposes necessary for DeKalb County to carry out its responsibilities. Mr. Emerson seconded the motion.

Chairman Frieders called for a roll call vote on the motion. Those voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-Chair Willis, and Chairman Frieders. All Members present voted aye. The motion carried unanimously.

Claims – November 2022

Motion

Mr. Bagby moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $9,064,331.06. Mr. Emerson seconded the motion.

Chairman Frieders asked for a roll call vote on the approval of the November 2022 Claims. Those Members voting aye were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Reid, Mr. Roman, Mr. Webb, Mr. West, Vice-Chair Willis, and Chairman Frieders. The motion carried unanimously.

Mr. Bagby moved to accept and place on file the following Reports of County Officials:

Vice-Chair Willis seconded the motion.

Voice Vote

The Chair requested a voice vote to accept the Reports of County Officials as presented. All Members present voted yea. The motion carried unanimously.

EXECUTIVE COMMITTEE 

Resolution R2022-230: A Resolution Approving a Farm Lease Agreement Between DeKalb  County Government and Glenn & Dale Bolander for Eleven and Eight Tenths Acres of Land  Along County Farm Road and Barber Greene Road in DeKalb, Illinois

Motion

Vice-Chair Willis moved that the DeKalb County Board hereby supports and approves the attached Farm Lease Agreement between DeKalb County Government and Glenn & Dale Bolander for eleven and eight tenths (11.8) acres, County-Owned land located along County Farm Road and Barber Greene Road. Mrs. Emmer seconded the motion.

Resolution R2022-231: A Resolution Approving a Farm Lease Agreement Between DeKalb County Government and Robert Jordal for Ten Acres of Land Along Gurler Road in DeKalb, Illinois 

Motion

Vice-Chair Willis moved that the DeKalb County Board hereby supports and approves the attached Farm Lease Agreement between DeKalb County Government and Robert Jordal for ten (10) acres of tillable, County-Owned land located along Gurler Road. Ms. Mann-Lamb seconded the motion as presented.

Resolution R2022-232: A Resolution Approving an Intergovernmental Agreement for Justice Assistance Grant Program Award

Motion

Vice-Chair Willis moved that the DeKalb County Board hereby supports and approves the Intergovernmental Agreement for a Justice Assistance Grant Program Award for procuring Mobile Communications Terminals for the DeKalb County Sheriff’s Department. Mr. West seconded the motion.

Voice Vote

A voice vote was taken on the motion as presented. All Members present voted yea. The motion carried unanimously.

Resolution R2022-233: A Resolution Approving the Procurement of ONESolution Mobile  Communication Terminals

Motion

Vice-Chair Willis moved that the DeKalb County Board hereby authorizes the procurement of ONESolution Mobile Communication Terminals, in the amount not to exceed Fifty-Six Thousand Dollars ($56,000). Mr. Webb seconded the motion.

The Chair called for a roll call vote on the motion as presented. Resolution R2022-234: A Resolution Authorizing the County Board Chairman to Execute Documents Related to the Refinancing of the DeKalb County Supportive Living Facility (“Heritage Woods of DeKalb”)

Motion

Vice-Chair Willis moved that the DeKalb County Board hereby authorizes and directs the Chairman of the Board to execute the documents as set forth in the attached Exhibit A to this Resolution as well as any other agreements on behalf of the DeKalb County Supportive Living Facility Not-For Profit to facilitate the refinancing of its facility. Ms. Pickett seconded the motion as presented. Voice Vote

Chair Frieders called for a voice vote to be taken on the motion as presented. All Members present voted yea. The motion carried unanimously.

AD HOC RULES COMMITTEE 

Ordinance O2022-25: An Ordinance Amending Chapter 2, “County Board rules”, Section 2-19,  “Standing Committees Enumerated”, Section 2-21G, “Committee Meetings”, Chapter 5, “County  Operations”, and Section 5-5, “Filling of Departmental Vacancies” 

Motion

Vice-Chair Willis moved that the DeKalb County Board has reviewed the recommendations of the Ad Hoc Rules Committee and hereby approves the amendments to the DeKalb County Board Rules within the DeKalb County Code as outlined in Exhibit A to this Ordinance. Mr. Plote seconded the motion.

The Chair called for a roll call vote on the motion. Chair Frieders moved to elect Mr. Steve Faivre to serve as the County Board Chair Pro-Tem for the County Board Organizational Meeting held on Monday, December 5, 2022 at 7:00 p.m. in the Legislative Center’s Gathertorium. Mr. Luebke seconded the motion.

Voice Vote

All Members voted aye. The motion carried unanimously.

ADJOURNMENT

Ms. Cozad moved to adjourn the meeting at 7:46 p.m. Mr. Cummings seconded the motion.

Voice Vote

The motion to adjourn the meeting carried unanimously.
