DeKalb County Forest Preserve District Board met Dec. 5.

Here are the minutes provided by the board:

The DeKalb County Forest Preserve District Commissioners met for the 2022 Organizational Meeting at the DeKalb County Legislative Center’s Gathertorium in Sycamore, Illinois on Monday, December 5, 2022. The meeting was called to order at 7:25 p.m. by President Pro-Tem, Steve Faivre.

ADMINISTRATION OF OATH OF OFFICE TO NEW COMMISSIONERS 

DeKalb County Clerk & Recorder Tasha Sims administered the Oaths of Office to all twenty-four new DeKalb County Forest Preserve District Commissioners as a group.

Brad Belanger (R) – District #1 

Maureen Little (R) – District #1 

Patrick Deutsch (R) – District #2 

Kathy Lampkins (R) – District #2 

Tim Bagby (R) – District #3 

Amber Quitno (D) – District #3 

Laurie Emmer (R) – District #4 

Stewart Ogilvie (D) – District #4 

Benjamin Haier (D) – District #5 

Savannah Ilenikena (R) – District #5 

Rukisha Crawford (D) – District #6

Meryl Domina (D) – District #6 

Scott Campbell (D) – District #7 

Terri Mann-Lamb (D) – District #7

ROLL CALL

President Pro-Tem Faivre asked the Secretary to call the roll for the newly seated DeKalb County Forest Preserve District Commissioners. Those present were Commissioners Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Willis. A quorum was established with all twenty-four Commissioners present.

APPROVAL OF AGENDA

Motion

Lubeke moved to approve the agenda as presented. Deutsch seconded the motion. Voice Vote

A voice vote was taken to approve the agenda as presented. The motion carried unanimously. 

PUBLIC COMMENTS

There were no public comments.

ELECTION OF FOREST PRESERVE DISTRICT COMMISSIONER PRESIDENT 

Nominations

Frieders nominated Suzanne Willis to be the Forest Preserve District Commissioner President. Emmer seconded the motion.

President Pro-Tem Faivre asked three times if there were any other nominations. Motion to Close Nominations

Hearing no other nominations, Plote moved to close nominations for the Forest Preserve District Commissioner President. Cozad seconded the motion.

Vote to Close Nominations & Elect District Commissioner President

The President Pro-Tem called for a roll call vote to close nominations and elect Willis as President. Those Commissioners voting yea were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Willis. All Commissioners voted aye. The motion carried unanimously.

ELECTION OF FOREST PRESERVE VICE-PRESIDENT

Nominations

Campbell nominated John Frieders to be the Forest Preserve District Commissioner Vice President. Willis seconded the motion.

President Pro-Tem Faivre asked three times if there were any other nominations for a Forest Preserve District Commissioner Vice-President.

Close Nominations

Hearing no other nominations, Crawford moved to close nominations for a Vice-President. Ogilvie seconded the motion.

Vote to Close Nominations & Elect District Commissioner Vice-President

The President Pro-Tem called for a roll call vote to close nominations and approve Frieders as Vice-President. Those Commissioners voting yea were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and President Willis. All Commissioners voted aye. The motion carried unanimously.

FOREST PRESERVE OPERATIONS COMMITTEE APPOINTMENTS

President Willis asked for a motion to approve the proposed appointments to the Forest Preserve Operations Committee.

Motion

Bagby moved to approve the appointments as presented. Cozad seconded the motion. Roll Call Vote

The Secretary called the roll. Those Commissioners voting yea were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Vice-President Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and President Willis. All Commissioners voted aye. The motion carried unanimously.

Note: These minutes are not official until approved by the Forest Preserve District Commissioners at a subsequent meeting. Please refer to the meeting minutes when these minutes are approved to obtain any changes to these minutes.

APPROVAL OF 2023 MEETING SCHEDULE

Motion

Mann-Lamb moved to approve the proposed 2023 Meetings Schedule as presented. Pickett seconded the motion.

Roll Call Vote

President Willis called for a roll call on the motion. Those Commissioners voting aye were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Vice President Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and President Willis. All Commissioners voted aye. The motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

None.

ADJOURNMENT

Motion

Porterfield moved to adjourn the meeting at 7:37 p.m. Crawford seconded the motion.

Voice Vote

The motion to adjourn the meeting carried unanimously.
