ORGANIZATIONAL MEETIN

The County Board of DeKalb County, Illinois met for the 2022 Organizational Meeting at the DeKalb County Legislative Center’s Gathertorium in Sycamore, Illinois on Monday, December 5, 2022. The meeting was called to order at 7:00 p.m. by Chair Pro-Tem, Steve Faivre.

Mr. Tim Bagby led in the reciting of the Pledge of Allegiance.

ADMINISTRATION OF OATH OF OFFICE TO NEW COUNTY BOARD MEMBERS

DeKalb County Clerk & Recorder Tasha Sims administered the Oaths of Office to all twenty-four newly elected County Board Members by District.

Brad Belanger (R) – District #1 Scott Campbell (D) – District #7

Maureen Little (R) – District #1 Terri Mann-Lamb (D) – District #7

Patrick Deutsch (R) – District #2 Michelle Pickett (D) – District #8

Kathy Lampkins (R) – District #2 Chris Porterfield (D) – District #8

Tim Bagby (R) – District #3 Jim Luebke (D) – District #9

Amber Quitno (D) – District #3 Ellingsworth Webb (D) – District #9

SELECTION OF TERMS

The County Clerk explained that all names had been listed alphabetically by County Board Districts, this creating two columns #1 and #2. Papers with #1 and #2 were placed in a basket. The first number drawn out of the basket would be the four-year term. The #1 was drawn. Those having a four-year term would serve until November 30, 2026 and those with a two-year term would serve until November 30, 2024. The terms are as follows:

ROLL CALL

Chair Pro-Tem Faivre asked the Clerk to call the roll for the newly seated DeKalb County Board. Those present were Board Members Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Willis. A quorum was established with all twenty-four Members present.

APPROVAL OF AGENDA

Motion

Mann-Lamb moved to approve the agenda as presented. Webb seconded the motion. Voice Vote

A voice vote was taken to approve the agenda as presented. The motion carried unanimously.

PUBLIC COMMENTS

There were no public comments.

ELECTION OF COUNTY BOARD CHAIR

Nominations

The Chair Pro-Tem called for Nominations for County Board Chair.

Motion

Frieders nominated Suzanne Willis for County Board Chair. Crawford seconded the motion.  Chair Pro-Tem Faivre asked three times if there were any other nominations.

Close Nominations

Hearing no other nominations, Webb moved to close the nominations for County Board Chair and Luebke seconded the motion.

Vote to Close Nominations & Elect Board Chair

Chair Pro-Tem called for a roll call vote to close nominations and approve Willis as Board Chair. Those Members voting aye were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Willis. All Members voted aye. The motion carried unanimously.

ELECTION OF COUNTY BOARD VICE-CHAIR

Nominations

Chair Pro-Tem Faivre called for nominations of a County Board Vice-Chair. Motion

Campbell moved to nominate John Frieders as Vice-Chair. Webb seconded the motion. Chair Pro-Tem Faivre asked three times if there were any other nominations for a Vice-Chair. Close Nominations

Hearing no other nominations, Bagby moved to close nominations and Deutsch seconded the motion.

Vote to Close Nominations & Elect Board Vice-Chair

Chair Pro-Tem called for a roll call vote to close nominations and approve Frieders as Board Vice-Chair. Those Members voting yea were Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, Ms. Jones, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann-Lamb, Mr. Mohammad, Mr. Osland, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. West, Ms. Willis, and Chairman Frieders. The motion carried unanimously.

Roll Call Vote to Nominate Vice-Chairman

The Chair Pro-Tem called for a roll call to elect Ms. Suzanne Willis as County Board Vice-Chair until November 30, 2020. Those Members voting aye were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Chair Willis. All Members voted aye. The motion carried unanimously.

COUNTY BOARD COMMITTEE APPOINTMENTS

All County Board Members reviewed the proposed County Board Standing Committee Appointments. Motion

Bagby moved to approve the Standing Committee Appointments as presented. Luebke seconded the motion.

Roll Call Vote

Chair Willis called for a roll call vote on the approval of the County Board Standing Committee Appointments. Those Members voting yea were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Vice-Chair Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Chair Willis. All Members voted aye. The motion carried unanimously.

APPROVAL OF 2023 MEETING SCHEDULE

Motion

Mann-Lamb moved to approve the proposed 2023 County Board Meetings Schedule as presented. Emmer seconded the motion.

Roll Call Vote

Chair Willis called for a roll call on the motion. Those Members voting yea were Bagby, Belanger, Campbell, Cozad, Crawford, Cribben, Deutsch, Domina, Emmer, Vice-Chair Frieders, Haier, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Quitno, Webb, and Chair Willis. All Members voted aye. The motion carried unanimously.

OLD BUSINESS / NEW BUSINESS 

The Chair reminded all County Board Members that the County Board Committee of the Whole County Board Orientation Night was scheduled for Wednesday, December 14, 2022 at 7:00 p.m. in the Legislative Center’s Gathertorium.

ADJOURNMENT 

Motion

Crawford moved to adjourn the meeting at 7:24 p.m. Ogilvie seconded the motion.

Voice Vote

The motion to adjourn the meeting carried unanimously.
