City of Sandwich Committee of the Whole Council met Dec. 19.
Here are the minutes provided by the committee:
Mayor Latham called the meeting to order at 7:52 PM. Roll call was taken:
Present: Mayor Latham, Clerk Ii, Aldermen Erickson, Fritsch, Johnson, Killey, Kreinbrink, Littlebrant , Robinson & Whitecotton
Quorum established
Also Present: City Attorney Gottschalk, City Administrator Penman, Chief Bianchi & EMA Ciciora
Absent: City Treasurer Schwemlein & Building Official Steffens
Mayor Latham read a Proclamation of Appreciation for the educational services of Dr. Christine Sobek, President of Waubonsee Community College on her impending retirement.
Foster, Buick, Conklin, Lundgren & Gottschalk Law Group: No report
City Clerk Ii reported that Michele Hoisington has requested to rollover 22 hours of unused vacation time. Her anniversary date was December 12th, 2022. No action was required by the Council. Clerk
Ii also distributed Supplemental #3 of the Municipal Code.
City Treasurer Schwemlein: Absent
City Administrator Penman explained that many of the permit fees are outdated and have not been addressed since the 1990’s. He is working with Building Official Steffens to created a comparable spread sheet to present to the Council. The goal is for the City to cover their costs in the permit process.
City Department Reports:
EMA Director Ciciora: No report
Chief Bianchi advised that the elimination of cash bail will become effective January 1st.
Engineering: No report
Aldermen Reports: Alderman Kreinbrink thanked everyone for assistance with the annual Franklin Mall project advising it went very well with approximately 450 boxes distributed.
Announcement: Mayor Latham expressed his desire to host a planning meeting either
February 18th or 25th. He requested Council to let him know which date will work better for everyone.
Clerk Ii reminded Council that the next meeting will be held on Tuesday, January 3rd, 2023 starting with the Finance Committee at 6:30 PM.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Littlebrant to adjourn the Committee-of-theWhole council meeting at 8:02 PM. Motion carried unanimously on voice vote.
