Village of Hinckley Committee of the Whole met Feb. 13.

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Rainford at 7:41 PM. Roll call was taken showing the following:
Present: Trustees Russell Kula, Steve Gayhart, Sarah Quirk, Walter Rainford and Mike Constant. Quorum Established.
Absent: Michele Greene-Larsen.
Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Attorney Tait Lundgren, Police Chief Ken Gettemy, Ceneca Wagner, Brandon Kramer and Members of the Public.

GENERAL BUSINESS
Approval of Committee of the Whole meeting minutes from 01/23/23
Trustee Constant moved to approve the minutes from January 23, 2023, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Gayhart-Aye, Kula-Aye, Rainford-Aye, and Constant-Aye. Motion carried.

CLERK’S REPORT
*Discussion and Recommendation: ADP & MSI Quotes
Village Clerk Losiniecki stated that she and Jack Weibler sat through a presentation from MSI regarding upgrading to the current software version. Losiniecki stated that the system looks and feels better, but functionally it is not different. Losiniecki stated that a more in-depth review is needed before any recommendation can be made.
ADP can be fed into the general ledger without a problem. If we outsource payroll to ADP, we will still have to input hours worked, overtime and such. ADP will do liability reporting, State and Federal tax reporting, and year-end tax filing. The cost per year is between $5000.00 and $6000.00 and can be switched anytime during the year.

Finance & Economic Development
*Discussion and Recommendation: Little Rock Creek Natural Area – Greenway & Trails Plan Planning Commission Members Bob Pritchard and Steven Kreitzer spoke regarding the proposal of a Natural Area-Greenway & Trails to be developed on the recently purchased property where the solar field will be located. Pritchard stated the Greenway and Trails would bring people to our community. There are 14 acres that could be utilized. DeKalb County Forest Preserve stated they would be willing to assist. Kreitzer stated they would like to apply for a $10,000.00 ComEd grant but it needs to be matched by the Village. He is looking for approval from the Village stating that there is interest in proceeding with the project. Trustee Kula stated that the Planning Commission still has a lot of homework to do. There is no access to the property. Pritchard stated they are looking for Village support so they can start this project. Trustee Constant stated to keep in mind for the last 2 or 3 years that there has been money allotted for the Park and Recreation Program and nothing used.
Trustee Constant asked Pritchard to explain the changes to the Comprehensive Plan Map. Attorney Lundgren stated that the map is the Villages concept for the future. Trustee Kula voiced concern because storm water from existing developments has not been properly addressed.

Streets & Alleys
*Discussion and Recommendation: Street Repaving
Trustee Kula stated he spoke with Ceneca Wagner regarding the repaving of streets in town. Kula came up with a list of proposed streets that need resurfacing this year. Ceneca presented to the board issues at S. May Street where water stands and then turns into an ice rink when the temperature drops. The grade of the road needs to be changed. Cost of repair is approximately $5000.00. Trustee Constant stated we will keep that street as a separate project. A street that needs to be addressed is Donald St. This street is very narrow and would need to be surveyed to be widened. Trustee Kula asked Brandon Kramer to get a rough estimate of costs for the streets on the list. This way we can choose what streets will be able to be resurfaced this year.

PUBLIC COMMENT
Resident Alyssa Prickett stated that the company she works for has worked with ADP and that they have not followed through with proper tax filing. She urged the Village to seek quotes from other companies for this service.

Trustee Gayhart moved to adjourn the meeting at 8:39 PM and Trustee Kula seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for February 27, 2023, immediately following the Regular Board Meeting.
