Village of Hinckley Committee of the Whole met Feb. 27.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Kula at 7:27 PM. Roll call was taken showing the following:

Present: Trustees Russell Kula, Steve Gayhart, Sarah Quirk, Walter Rainford, and Mike Constant. Quorum Established.

Absent: Michele Greene-Larsen

Also Present: Deputy Clerk Kathy Michaels, Police Chief Gettemy, Treasurer Dave Maroo, Dale Youngers, Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 02/13/23

Trustee Constant moved to approve the minutes from February 13, 2023, and Trustee Gayhart seconded the motion. Roll call vote: Quirk-Aye, Gayhart-Aye, Kula-Aye, Rainford-Aye and Constant Aye. Motion carried.

Finance & Economic Development Report

*Discussion and Recommendation: Little Rock Creek Natural Area - Greenway & Trails Plan Trustee Constant stated it has come to his attention that he may of misunderstood last meetings agenda on what the Planning Commission was trying to accomplish. Trustee Constant stated that he thought the Planning Commission was just trying to get the ok from the board to move forward with investigating the proposed Little Rock Creek Natural Area – Greenway & Trails Plan. They were not looking for us to match a grant for $10,000. The board was all in agreement the Planning Commission was just looking for approval to move forward on figuring out the issues.

*Discussion and Recommendation: Comprehensive Plan Map

Trustee Constant and Planning Commission Chair Bob Pritchard attended the Regional Planning Commission meeting and one of the topics discussed was the updating of Comprehensive Plans. Most other DeKalb County municipalities are in the process of or have already revised their plans. Bob Pritchard stated we can get a lot of the information needed to update the graphs from the 2020 Census. The board agreed to request that the Planning Commission move forward with the revision process.

Public Safety

*Discussion and Recommendation: Code Violation Adjudication

This topic has been postponed until the March 13, 2023, Committee of the Whole Meeting.

*Discussion and Recommendation: Mobile Food Truck License Fee

This topic has been postponed until the March 13, 2023, Committee of the Whole Meeting.

Streets & Alleys

*Discussion and Recommendation: 2023 proposed road program summary

Brandon Kramer presented the board with the top priority of streets that need repairs and the costs. There was a discussion, and the board agreed the top two would be N. View Street and Maple Street. The board also wanted Brandon to figure out a cost for the worst block on Donald Street and get back to them. Brandon stated that Chris wanted him to advise the board the sooner the better so they can get the final quotes and dates to start the projects. This will be moved to the Regular Board Meeting, March 13, 2023.

Water & Sewer

OPEN DISCUSSION

Russ Kula advised that LRS will be sweeping the streets April 18, 2023. Trustee Constant asked who was in charge of emptying the garbage cans downtown and he was advised LRS.

ADJOURMENT

Trustee Rainford moved to adjourn the meeting at 8:23 PM and Trustee Quirk seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for March 13, 2023, immediately following the Regular Board Meeting.
