Village of Hinckley Committee of the Whole met March 27.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Gayhart at 7:18 PM. Roll call was taken showing the following:

Present: Trustees Russell Kula, Steve Gayhart, Walter Rainford, and Mike Constant. Quorum Established.

Absent: Michele Greene-Larsen and Sarah Quirk.

Also Present: Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 03/13/23

Trustee Kula moved to approve the minutes from March 13, 2023, and Trustee Rainford seconded the motion. Roll call vote: Gayhart-Aye, Kula-Aye, Rainford-Aye, and Constant-Aye. Motion carried.

Public Safety

*Discussion and Recommendation: Standards for keeping chickens

Trustee Constant stated that we need to make some changes to this ordinance. His suggestion was to reduce the number of chickens to 5 or 6, no use of extension cords and limit the number of licenses. They would also have to renew every year with an inspection required. The yearly renewal fee would cover the cost of the inspection. Everyone agreed. Trustee Constant advised everyone to read over the paperwork that was given and bring further questions or ideas to the next Committee of the Whole meeting.

Buildings, Grounds & Parks

Trustee Kula stated that Ceneca had received a couple of bids regarding the fence needed around the water tower and would like it to be put on the next Regular Board Meeting on April 10th. Chief Gettemy spoke up and suggested that concrete barriers would also be a good idea. A fence is not going to stop a car if they go through it. Trustee Gayhart stated that was a good idea. Trustee Kula stated he would speak with Ceneca about getting prices for that as well.

ADJOURMENT

Trustee Constant moved to adjourn the meeting at 7:27 PM and Trustee Rainford seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for April 10, 2023, immediately following the Regular Board Meeting.
