City of Genoa City Council met July 19.

A) PRESENTATION BY THE DEKALB COUNTY SOIL AND WATER CONSERVATION DISTRICT REGARDING THE CENTRAL SOUTH BRANCH OF THE KISHWAUKEE RIVER WATERSHED PLAN

A letter from the DeKalb County Soil and Water Conservation District is included in the packet.

The District will also be present at the meeting to share information about the grant award and project.

B) APPROVE AN ORDINANCE AMENDING TITLE 6, CHAPTER 2, STOPPING, STANDING AND PARKING, SECTION 8 OF THE MUNICIPAL CODE

This ordinance creates a no parking designation for the west side of North State Street between

First Street and Second Street. There are currently no parking signs posted, however, without an ordinance, this is not enforceable.

C) APPROVE AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING MAY 1, 2022 AND ENDING APRIL 30, 2023 FOR THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS

After each budget year, the City is required to amend the budget when expenditures or revenues in a fund exceed the amount budgeted in that fund. For Fiscal Year 2022-2023, the Governmental Capital Fund, General Fund, as well as the Police Pension Fund require amendments. The amendment to the Governmental Capital Fund is to show a revenue which was transferred from the General Fund after City Council approval. The General Fund amendment is to show the expense of the transfer to the Governmental Capital Fund. The Police Pension Fund also required an amendment as a Police Officer that separated from the Department requested a refund of their Police Pension Funds, which they are permitted to do but was not budgeted for.
