City of Sandwich City Council met June 19.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:02 PM followed by the Pledge of Allegiance led by Roger Tuttle of the Sandwich Early Engine Club

Roll call was taken:

Present: Mayor Latham, Deputy City Clerk/City Administrator Penman, Alderpersons Arnett, Erickson, Fritsch, Kreinbrink, Robinson, & Whitecotton

Absent: Alderwoman Johnson, Alderman Littlebrant

Quorum established

Also present: City Attomey Gottschalk, Interim Chief Bleichner, EMA Director Ciciora

Audience Comments:

Resident Jeremy Bousselot, of 614 Charlotte Street expressed his concern that the City of Sandwich does not recognize Juneteenth as a City Holiday. He pointed out that it is a National Holiday and felt that the City should recognize it as well.

Roger Tuttle of the Sandwich Early Engine Club Discussed the upcoming 52nd annual small engine show at the fairgrounds. He explained each year they hold a tractor parade as part of the festivities. This year the parade will take place on Friday June 23, 2023. Parade Start time is 8:30 pm.

Resident Dr. Phyllis Wallington of 513 E. 3rd Street - Raised concern about young people in her neighborhood riding unlicensed dirt bikes and electric motorized bikes in her neighborhood. She said she "almost hit a kid" with her vehicle.

Consent Agenda:

a. Approval of Regular Council Minutes of 06.05.2023

Alderwoman Arnett moved to accept the Consent Agenda as presented. Alderwoman Erickson seconded. Motion passed unanimously 6-0 on voice vote.

Alderman Littlebrant arrived at 7:07pm

Mayor's Report:

Regular Council

a. June 19, 2023

Recognition of retiring Sergeant Jerry Ikemire: Mayor Latham presented Sergeant Ikemire with a plaque recognizing his Serve to the City of Sandwich. Sergeant Ikemire made comments and expressed his appreciation to the City and community for his time of service.

b. Promotion of Jennifer Marcellis to Police Sergeant: Mayor Latham administered and Oath and congratulated Sergeant Marcellis on her promotion.

Foster, Buick, Conklin, Lundgren & Gottschalk Law Group: Attorney Gottschalk advised that she has set two dates for mandated sexual harassment training for staff and elected officials. The first date was June 19th at 5pm The second is Wednesday June 21st. at 10 am. This is a state mandated training for all staff and elected officials in Illinois.

Interim Chief Bleichner - No Report

Engineering: Mayor Latham mentioned that Com Ed's contractor J.F. Electric began installing Electric poles along Latham Street, this has been a long-awaited advancement. The mayor mentioned his discussion with Representative Sue Rezin about our delays with ComEd.

a. Approval of June invoices totaling $170,977.43

Motion made by Alderwoman Erickson to approve June invoices totaling $170,977.43. Motion was seconded by Alderman Fritsch

Discussion: Alderman Robinson asked about the status of moving the moving the Finance Committee Meetings to a time prior to the night of the Council meeting in which they are seeking approval in order to allow Council members that do not sit on the Finance Committee to review Bills. Alderman Kreinbrink clarified that staff is looking into the impacts that extra time may have when it comes to paying bills on time.

b. Approval of May, 2023 Treasurers Report - Mayor Latham commented that the City's cash on hand on May 31, 2022 was $12,162,554 and as of May 31, 2023 the balance showed $12,358,319 showing a slight surplus of cash on hand over a year ago.

Alderman Arnett moved to accept the Treasurers Report as presented, seconded by Alderwoman Erickson.

c. Main Street Engineering Mayor Latham commented on the proposal to provide Phase I engineering for the Main St. Project.

Motion made by Alderman Kreinbrink to enter into a Professional Services Agreement with Hampton, Lenzini, and Renwick, Inc. of Elgin, IL to provide Phase I engineering services for the Main Street Project in an amount not to exceed $240,180.00 Second by Alderman Littlebrant.

d. Solicitor License

Mayor Latham explained changes proposed within the Ordinance including changing hours hours, fees, etc. Attorney Gottschalk mentioned an example of another municipality that had similarly altered their ordinance.

Motion made by Alderwoman Erickson to accept ORDINANCE 2023-10 Amending Chapter 54, "Peddlers and Solicitors" Article II, "Canvassers and Solicitors" of the City of Sandwich Municipal Code. Seconded by Alderman Arnett.

Aye: Aldermen Littlebrant, Robinson, Whitecotton, Amett; Alderwoman Erickson, Aldermen Fritsch and Kreinbrink.

Nay: 0

Absent: Alderwoman Johnson

Motion carried 7:0

e. Mobile Food Vendor- Mayor Latham discussed revisions proposed in Ordinance 2023-13. An ordinance revising Chapter 54, "Peddlers and Solicitors" Article V, "Mobile Food Vendors” Section 54-161 of the City of Sandwich Municipal Code.

Alderman Arnett moved to waive the first reading for Ordinance 2023-13. Motion was seconded by Alderman Littlebrant

Aye: Aldermen Robinson, Whitecotton, Amett; Alderwoman Erickson, Aldermen Fritsch, Kreinbrink, and Littlebrant.

Nay: 0

Absent: Alderwoman Johnson

Motion was made by Alderwoman Erickson to approve Ordinance 2023-13 - a revision to Chapter 54, "Peddlers and Solicitors" Article V, "Mobile Food Vendors" Section 54-161 of the City of Sandwich Municipal Code as presented. Seconded by Alderman Littlebrant

f. Leaf Burning - Mayor Latham went over proposed changes to Ordinance 2023-14 "An Ordinance Amending portions of Chapter 62, "SOLID WASTE”, SECTION 62-4, "DISPOSITION OF GARBAGE, RUBBISH, COMBUSTIBLE MATERIAL GENERALLY", PARAGRAPH (g), of the City of Sandwich Municipal Code as it relates to the regulation of leaf burning within the City Limits.

Alderman Arnett moved to waive the first reading of Ordinance 2023-14. Seconded by Alderman Whitecotton.

Aye: Aldermen Robinson, Whitecotton, Amett, Alderwoman Erickson, Aldermen Fritsch, Kreinbrink, and Littlebrant.

Nay: 0

Absent: Alderwoman Johnson

Motion passed 7:0

g. Outdoor Dining Permit - (First Reading) Ordinance 2023-15 An Ordinance Amending Chapter 22, "BUSINESSES”, ARTICLE VI, “OUTDOOR DINING - TEMPORARY AND SEASONAL USES" of the City of Sandwich Municipal Code.

Mayor Latham explained proposed changes that would provide for a "Food Truck café” that could be applied for by a business that has a liquor license and does not serve food. This provision would allow establishments to extend their premises outdoors during the hours that a licensed Food truck is serving food and is hosted by their establishment.

The Council did not desire to waive the first reading. The proposed changes to the ordinance will be brought back for a second reading at the July 3, 2023 Council Meeting.

Police Vehicle - Interim Police Chief Rick Bleichner discussed information he has received and requested clarification to modify the purchase of the Police vehicle that was previously approved at the February 6, 2023 Council Meeting.

Alderman Kreinbrink inquired about the viability of equipping the unmarked (slick top) vehicle with a prisoner partition and keeping it an unmarked unit for versatility. Alderman Littlebrant inquired as to the preference of Officers to have an unmarked vehicle option. Chief Bleichner responded that in his experience he has found that officers do prefer to have the flexibility of an unmarked vehicle for certain situations. Motion was made by Alderman Fritsch to accept recommendation #2 to modify the existing vehicle order to purchase an unmarked vehicle that is to be equipped with a prisoner partition at a cost not to exceed $52,000. Seconded by Alderman Littlebrant

Announcements: The next Finance Committee Meeting is July 3rd, 2023 at 6:30 PM.

The next Regular Council Meeting is July 3rd, 2023 at 7:00 PM immediately followed by the Committee-of-the- Whole Meeting.

Police Commission Meeting will be held at the public safety complex on Wednesday, July 5th, at 4:00 PM at the Public Safety Building 1251 E. 6th Street.

Adjournment: There being no further business to come before the Council, motion made by Alderwoman Erickson and seconded by Alderman Arnett to adjourn the Regular Council meeting at 7:46 PM. Motion carried unanimously via voice vote.
