City of Dekalb Citizen Police Review Board met Sept. 28.
Here are the minutes provided by the board:
The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on September 28, 2023, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Chair Maurice McDavid called the meeting to order at 6:09 p.m.
Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Maurice McDavid, Kate Noreiko, Justin Carlson, and Veronica Origel.
B. APPROVAL OF THE AGENDA
MOTION: Ms. Noreiko moved to approve the agenda; seconded by Ms. Origel. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present.
C. APPROVAL OF THE MINUTES
1. August 10, 2023
MOTION: Ms. Origel moved to approve the minutes with the correction; seconded by Ms. Noreiko. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present.
D. PUBLIC PARTICIPATION
There was none.
E. CHAIRMAN UPDATE
Mr. McDavid said that in response to citizen requests, he has drafted an Executive Summary that needs a little more information before it can be finalized. Mr. McDavid read the working document to the board. The board has received 14 separate complaints since the start of the board in 2021 from 7 complainants. Some complaints were submitted multiple times, 1 case was from DeKalb County Georgia, 2 cases were heard simultaneously as they were from the same complainant, 2 cases were not heard due to the lack of details after a request for more information went unanswered by the complainant, and 1 case was founded with discipline recommended. The working document will provide information regarding the training that was received by the board. Mr. McDavid will finish putting together the information and submit it to the board for approval before passing it on. Ms. Noreiko asked Mr. McDavid to give an in-person report to the city council as well.
F. CASE REVIEW

Mr. McDavid reminded the board that the process is to decide in open session if they will be taking the case and that they have previously accepted any complaint that claimed there was a bias.
Brief discussion ensued regarding the contents of the complaint.
The board unanimously decided to take the case at this time.
G. EXECUTIVE SESSION
Chair Maurice McDavid read the following Executive Session exemption title in its entirety:
1. The consideration of performance and/or discipline of employees pursuant to 5 ILCS 120/2(c)(1).
2. The consideration of security procedures, and the use of personnel and equipment to respond to an actual, threatened, or a reasonably potential danger to the safety of employees, staff, the public, or public property Pursuant to 5 ILCS 120/(2)(c)(8).
MOTION: Mr. Carlson moved to recess for Executive Session; seconded by Ms. Noreiko.
VOTE: Motion carried by a 4-0-0 roll call vote. Aye: Maurice McDavid, Kate Noreiko, Justin Carlson, and Veronica Origel. Nay: None.
Chair Maurice McDavid declared the motion passed and recessed the meeting at 6:32 p.m.
Following adjournment of the Executive Session, Chair Maurice McDavid opened the meeting to the public at 7:23 p.m.
H. DECISION

Mr. McDavid stated that the board reviewed the case.
The board took a vote on if the complaint was founded or unfounded regarding:
Policy: Biased Enforcement 103.4, I. Officer Conduct and Responsibilities, F. Officers shall treat every person with courtesy and respect. An officer shall provide his/her name, badge number whenever a motorist or passenger requests such information. An officer will inform every motorist or pedestrian the reason why they were stopped following initial contact with the person.
VOTE: McDavid: Unfounded, Ms. Noreiko: Unfounded, Mr. Carlson: Unfounded, Ms. Origel: Unfounded.
The board’s decision was that the complaint was unfounded.
Mr. Carlson wanted to state on the record that he voted unfounded on this case is because the female officer did go into the house and not just male officers, there was no accosting, no threatening, the body cam clearly shows that. Mr. Carlson stated that the complaint is clearly incorrect when compared to the video. He stated that an email that came in from the public bothered him that accused the board of not taking action and going forward he wants to make it known when complaints come in that the body cam shows are false. Mr. McDavid stated that he feels that there will always be someone with misconceptions about what the board is doing but he doesn’t want to feed into that. Ms. Origel said that the board can leave each meeting knowing that they have made decisions based on the facts and that she doesn’t regret any decisions that have been made as a board due to that.
I. TRAINING: NATIONAL ASSOCIATION FOR CIVILIAN OVERSIGHT OF LAW ENFORCEMENT
Mr. McDavid said that this item would be tabled until the next meeting. He also asked that the board take time to watch the webinars through the National Association of Police Review Boards.
J. POLICY REVIEW
Mr. McDavid said that this item would be tabled until the next meeting. He also asked for the board to look through policies to determine the ones that they would like to suggest changes to in addition to the Biased Enforcement policy 103.4.
K. APPROVAL RELEASE OF EXECUTIVE SESSION MINUTES
1. 08/10/2023 The board decided to not release the Executive Session Minutes.
MOTION: Mr. Carlson moved to not release the minutes; seconded by Ms. Noreiko.
VOTE: Motion carried by a 4-0 voice vote of the CPRB members present.
L. DATE OF NEXT MEETING
Mr. McDavid stated the board is scheduled to meet on November 9, 2023.
M. Adjournment
MOTION: Ms. Noreiko moved to adjourn the meeting; seconded by Ms. Origel. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. Chair McDavid adjourned the meeting at 7:37 p.m.
