5. ORDINANCES
a. Ordinances O2023-029 & O2023-30 —Ordinances Approving two Special Use Permits to establish and operate two (2) 2-megawatt Solar Gardens collocated on the same property located on the north side of Preserve Road, approximately 1,500 feet east of University Road, in Shabbona Township. The first solar garden (SH-23-19) will be 15.80-acres, and the second (SH-23-20) will be 18.20-acres.
IL Solar Shabbona Project 1, LLC, also known as Shabbona-Fitzgerald 1 Solar, and IL Solar Shabbona Project 2, LLC, also known as Shabbona-Fitzgerald 2 Solar, are requesting approval for two Special Use Permit Ordinances for the two (2) proposed collocated commercial solar energy facilities. The required public hearings for the Special Use Permits were conducted by Hearing Officer Dale Clark on November 2, 2023 Mr. Clark has made his findings of fact and recommended that the Special Use Permits be granted with conditions. (Petitions SH-23-19 & 20)
b. Ordinance O2023-031—An Ordinance Approving a Zoning Map Amendment to establish an ordinance controlling the PD-R, Planned Development residential district governing the 5.03-acre property located at 10456 Perry Road in Afton Township, said ordinance to allow for the operation of a private kennel and a small farm stand.
Rebecca Jones & Dominick Caputo are seeking a zoning map amendment to allow for the operation of a private kennel and a small farm stand on the property located at 10456 Perry Road, DeKalb, in Afton Township. The property is zoned PD-R, Planned Development Residential, and the proposed amendment would add the proposed uses to the list of uses allowed on the property.
