Village of Kingston Board of Trustees met Nov. 20.

Here are the minutes provided by the board:

1. CALL MEETING TO ORDER

President Lynch called the meeting to order at 7:00 p.m.

2. PLEDGE OF ALLEGIANCE

President Lynch led the Pledge of Allegiance.

3. ROLL CALL

Present: President John Lynch, and Trustees Frank Altmaier, Joe Hengels, Howard Lyle, and Steve VanBuren

Absent: Trustee Dale Coughran

Others in Attendance: Village Clerk Sandie Maahs and Village Attorney Kevin Buick

4. AGENDA ADDITIONS OR CORRECTIONS

Trustee Hengels asked that ‘Snow Help’ and ‘Culverts in First Phase of Windhaven’ be added to the agenda.

Trustee Hengels made a Motion to Approve the Omnibus Agenda. Trustee VanBuren seconded the Motion. Motion passed on the following roll call vote:

Ayes: 4 - Altmaier, Hengels, Lyle, VanBuren

Nays: 0

Absent: 1 - Coughran

a. Discussion on Property Maintenance (Updates and issues)

Trustees Altmaier and Hengels attended the City of DeKalb administrative adjudication hearing on November 20, 2023, to watch the process and spoke with those running the hearing process for ideas for Kingston’s administrative adjudication process.

b. Discussion on Windhaven Subdivision Flooding/DNR Status

President Lynch confirmed that the Village is still waiting on the report from Illinois Department of Natural Resources.

c. Discussion on lights at River Oaks Subdivision entrance (Rood Road and Glidden Road)

President Lynch spoke with ComEd, who requested meter information, and then left a message for the Village’s ComEd Representative to obtain the information.

d. Discussion and possible approval of Resolution No. 2023-12 - A Resolution Approving and Authorizing Execution of an Amendment No. 1 to Professional Services Agreement between the Village of Kingston and HR Green, Inc. for 2023/2024 Village Engineering Services (General Consultation Services)

Trustee Hengels made a Motion to Approve Resolution No. 2023-12 - A Resolution Approving and Authorizing Execution of an Amendment No. 1 to Professional Services Agreement between the Village of Kingston and HR Green, Inc. for 2023/2024 Village Engineering Services (General Consultation Services). Trustee Lyle seconded the

Motion. President Lynch confirmed that the amendment is to increase the agreement with HR Green by $10,000 to cover additional services. Motion passed on the following roll call vote:

Ayes: 4 - Altmaier, Hengels, Lyle, VanBuren

9. NEW BUSINESS

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated November 20, 2023

Trustee VanBuren made a Motion to Approve the Warrant List for Items Over $500.00 dated November 20, 2023. Trustee Altmaier seconded the Motion. Motion passed on the following roll call vote:

Ayes: 4 - Altmaier, Hengels, Lyle, VanBuren

Nays: 0

Absent: 1 - Coughran

Snow Help

Trustee Hengels confirmed with President Lynch that the Village has contacted the seasonal employees for snow removal help.

Culverts in First Phase of Windhaven

Trustee Hengels asked if public works cleaned the garbage out the culverts in the first phase of Windhaven Subdivision. President Lynch will ask public works to take care of the debris.

President Lynch shared that the new rate ordinance that was passed has an infrastructure fee for only sewer customers and the fee should be for all users. After discussion on the intention of the rate being for both water and sewer capital infrastructure projects, Attorney Buick and Clerk Maahs will work to prepare an ordinance to amend the language for the fee to be for all users.

President Lynch shared that there is a meeting on December 7, 2023, to allow the public to speak with the Village Engineer on the water and sewer rate increase. After discussion on whether to treat the meeting as a board meeting or a town hall meeting, the meeting on December 7, 2023 will be treated as a town hall meeting with Village Engineer and Village President presenting.

President Lynch confirmed with Trustee Altmaier that there will be a plan commission meeting on December 14, 2023, at 7:00 p.m. on the zoning map amendment request. Clerk Maahs confirmed that the notice has been published and the agenda is ready. Trustee Altmaier will obtain the other plan commission members email information for Clerk Maahs.

Trustee Hengels made a Motion to Adjourn. Trustee Lyle seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:27 p.m.
