Village of Kingston Board of Trustees met Dec. 18.

Here are the minutes provided by the board:

1. CALL MEETING TO ORDER

Clerk Maahs called the meeting to order at 7:00 p.m.

2. PLEDGE OF ALLEGIANCE

Clerk Maahs led the Pledge of Allegiance.

3. ROLL CALL

Present: Trustees Frank Altmaier, Dale Coughran, Joe Hengels, Howard Lyle, and Steve VanBuren

Absent: President John Lynch

Others in Attendance: Village Clerk Sandie Maahs, Village Treasurer Jennifer Dynek, and Village Attorney Kevin Buick

Trustee Altmaier made a Motion to Appoint Trustee Hengels as President Pro-Tem. Trustee Coughran seconded the Motion. Motion passed on the following voice vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

Nays: 0

Absent: 0

Trustee Altmaier made a Motion to Approve the Omnibus Agenda. Trustee Coughran seconded the Motion. Motion passed on the following roll call vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

a. Discussion on Property Maintenance (Updates and issues)

Treasurer Dynek shared that B&F was out checking on properties and has the reports on those inspections.

b. Discussion on Windhaven Subdivision Flooding/DNR Status

c. Discussion and possible approval of reinstating electrical account for streetlight at River Oaks Subdivision entrance (Rood Road and Glidden Road)

Clerk Maahs shared that President Lynch spoke with the Village’s ComEd representative and was informed that the monthly cost of the streetlight is approximately $30.00/month. Trustee VanBuren made a Motion to Approve Reinstating the Electrical Account for Streetlight at River Oaks Subdivision Entrance. Trustee Lyle seconded the Motion. Motion passed on the following roll call vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

Nays: 0

8. NEW BUSINESS

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated December 18, 2023

Trustee Coughran made a Motion to Approve the Warrant List for Items Over $500.00 dated December 18, 2023, excepting HR Green Invoice No. 169452 dated November 24, 2023. Trustee VanBuren seconded the Motion. Trustee Altmaier asked if President Lynch could confirm what ‘other expenses’ on the invoice means. Motion passed on the following roll call vote:

b. Discussion and possible approval of Ordinance No. 2023-13 - An Ordinance Amending Chapter 78, “Utilities” in the Kingston Municipal Code

Trustee Coughran made a Motion to Approve Ordinance No. 2023-13 - An Ordinance Amending Chapter 78, “Utilities” in the Kingston Municipal Code. Trustee Hengels seconded the Motion. Motion passed on the following roll call vote:

Discussion and possible approval of Ordinance No. 2023-14 - An Ordinance Establishing Fees, Charges, Fines, Penalties, and Other Regulatory Measures (Annual Fee Ordinance) Trustee Coughran made a Motion to Approve Ordinance No. 2023-14 - An Ordinance Establishing Fees, Charges, Fines, Penalties, and Other Regulatory Measures (Annual Fee Ordinance). Discussion and possible approval of Ordinance 2023-15 - An Ordinance Regarding the Illinois Paid Leave for All Workers Act for the Village of Kingston, Illinois Trustee Coughran made a Motion to Approve Ordinance 2023-15 - An Ordinance Regarding the Illinois Paid Leave for All Workers Act for the Village of Kingston, Illinois. Trustee Lyle seconded the Motion. Motion passed on the following roll call vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

e. Discussion and possible approval of revisions to Employee Procedure Manual Trustee Coughran made a Motion to Approve the revisions to the Employee Procedure Manual. Trustee Lyle seconded the Motion. The Board and Attorney Buick discussed the requirements of the Paid Leave for All Workers Act and impact of the changes to the budget. Motion passed on the following roll call vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

Nays: 0

f. Discussion and possible approval of electrical aggregation rates for Village pumping account

Treasurer Dynek reviewed the rates for the Village’s electric pumping account offered and Dynegy is offering the lowest rate. Trustee Altmaier made a Motion to Authorize the Village President, or His Designee, to Approve and Authorize Electrical Aggregation for the Pumping Account in a One Year Contract with Dynegy Energy. Trustee Coughran seconded the Motion. Motion passed on the following roll call vote:

Ayes: 5 - Altmaier, Coughran, Hengels, Lyle, VanBuren

Nays: 0

Absent: 0

g. Discussion and possible approval of electrical aggregation rates for Village street light account

Treasurer Dynek discussed that the recommendation is to not approve electrical aggregation for the Village streetlight account as the rates offered are not lower than the current ComEd rate. The Board discussed that the current aggregation contract does not expire until April of 2024, and there is still time to review rates.

Trustee Lyle made a Motion to Adjourn. Trustee Coughran seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:23 p.m.
