DeKalb County Planning, Zoning & Development Committee met Jan. 24.

Any member of the public may address the Committee for up to 3 minutes on any topic of their choosing. There will be no yielding of time to other members of the public and agenda time for public comments is limited to 30 minutes in total.

5. Ordinances

a. Ordinance O2024-01—An Ordinance Approving a Zoning Map Amendment to Rezone a 6.76-Acre Property Located at 1810 State Route 64, in Mayfield Township From A-1, Agricultural District to PD-C, Planned Development Commercial District.

Ismael & Shyla Velazquez are seeking to relocate their landscaping business to the above referenced property. As this use is only allowed as a Special Use in the Agricultural District, they are requesting approval for a Special Use Permit Ordinance for the relocation and operation of their business. The required public hearings for the Special Use Permit was conducted by Hearing Officer Dale Clark on November 30, 2023. Mr. Clark has made his findings of fact and recommended that the Special Use Permits be granted with conditions. (Petition AF-23-21)

b. Ordinance O2024-02—An Ordinance Approving a Special Use Permit for a 32-Acre, 5-Megawatt Commercial Solar Energy Systems (CSES) located on the south side of State Route 64, approximately 3,340 feet east of Clare Road, in Mayfield Township.

Clare Solar, LLC (a subsidiary of Nexamp, Inc) for the construction and operation of a 4.95-megawatt, 31.58-acre Commercial Solar Energy Systems (CSES) on a 75.58-acre located on the south side of State Route 64, approximately 3,340 feet east of Clare Road, in Mayfield Township. Commercial Solar Energy Systems (CSES) are a special use in the A-1, Agricultural District, and Clare Solar, LLC has submitted an application for approval of a Special Use Permit for the proposed solar garden. The required public hearing for the Special Use Permit was conducted by Hearing Officer Dale Clark on January 4, 2024. Mr. Clark has made his findings of fact and recommended that the Special Use Permit be granted with conditions. (Petition MY-23-22)
