City of Genoa City Council met Dec. 20.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 7:00pm followed by roll call. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca were present. Quorum present.

Mayor Brust led the pledge of allegiance.

GUEST SPEAKERS – None

RECOGNITION OF PUBLIC WORKS DIRECTOR JANICE MELTON UPON HER RETIREMENT

Mayor Brust recognized Janice Melton for her years of service within the city of Genoa Public Works Department. A proclamation for Melton was read and she was also presented with the Patriotic Employer award by Katie Lang, member of the United States Coast Guard Reserve.

ITEMS FROM INDIVIDUALS IN ATTENDANCE – John Linderoth of 721 Dolores Ln in Sycamore came before the council to talk about his frustrations with the sale of land from the city of Genoa to the masonic temple of which he is a part of. The council will discuss the agenda item this is associated with later in the meeting.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1, 2, 3, 5 & 6 within the consent agenda, seconded by Alderman Roca. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE DECEMBER 6, 2023, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLE DATED DECEMBER 15, 2023

3. WAIVE THE BID PROCESS AND APPROVE SANITARY SEWER LINING ON SOUTH HADSALL AND EAST HILL STREETS BY INSITUFORM, NOT TO EXCEED $51,079.34

4. (ITEM REMOVED FROM CONSENT AGENDA)

5. APPROVE THE PURCHASE OF 80 WATER METERS AND RADIOS FROM WINWATER, NOT TO EXCEED $21,200

6. APPROVE THE PURCHASE AND INSTALLATION OF CARPET AT CITY HALL, NOT TO EXCEED $15,653

APPROVE AN ORDINANCE DIRECTING THE POTENTIAL SALE OF PUBLIC REAL ESTATE (ITEM 4 OF CONSENT AGENDA)

Alderman Hughes made a motion to approve the ordinance, seconded by Alderman Winter. Mayor Brust explained that the area of land was bought by Genoa so that Ampler Development could buy a portion of it to build the new Taco Bell. This left a portion of it owned by Genoa within the limits of what has always been known as the masonic temple’s property. Because of the masonic temple maintaining this area of land for all this time and paying taxes on the land, the council wants to do right by them with the sale. Alderman Hughes made a motion to table this for a future meeting so that discussions can be had with Ampler Development and the temple to come to a solution all parties are comfortable with. Alderman Pulley seconded. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

NEW BUSINESS:

PRESENTATION OF DRAFT STRATEGIC PLAN

City Administrator Alyssa Seguss gave the council a brief presentation of the strategic plan draft. Council members were also given executive summaries along with full copies of the plan draft to review.

DEPARTMENT REPORTS:

PUBLIC WORKS:

Public Works director Janice Melton announced that they finally received the last truck that was ordered back in 2020. She informed the council that the filtration tanks are being done this week and they found that one of the grates will have to be replaced. The department is also working on tree trimming and invasive species control.

FINANCE:

Finance director Jan Tures explained to the council that they are starting to work on the budget and overviews have been sent out to all the department heads. She also announced that all the fund balances are in a good spot for the year, and they are working on the capital improvement plan.

POLICE:

Police Chief Smith announced that all the recent events have gone great, including the Main Street Bar and Grill fundraiser on 12/8, which raised almost $3,000 for the Food Hub, and Shop with a Cop on 12/16.

ADMINISTRATIVE:

City Administrator Seguss announced that the city calendars will be mailed out this week for 2024. She also announced that the comprehensive plan went before the plan commission the night before for a public hearing. The planning commission did recommend approval it so it will be sent out shortly.

CLOSED SESSION

Alderman Stage made a motion to enter closed session for the purpose of discussing the minutes of the previous closed session and for the purpose of discussing the appointment, employment, dismissal, compensation, discipline and/or performance of specific employees as provided for in 5 ILCS 120/2(c). Alderman Braheny seconded. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Winter made a motion to reconvene regular session, seconded by Alderman Freund. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Roca. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 10:13pm.
