Village of Hinckley Committee of the Whole met Dec. 26.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:27 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

Absent: Alyssa Prickett.

Also Present: Village Clerk Losiniecki, Treasurer Maroo, Village Attorney Tait Lundgren, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 12/11/23

Trustee Gayhart moved to approve the minutes from December 11, 2023 and Trustee Quirk seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Kula-Aye, Gayhart-Aye, and Constant-Aye. Motion carried.

PRESIDENT’S REPORT

Trustee Quirk thanked Trustee Constant for comments on immigration.

OPEN DISCUSSION

Trustee Kula asked Clerk Losiniecki if there would be a personal time off schedule provided for 2024, reflecting six – twelve months of employee vacation time. Losiniecki asked if the request was specific to Village Hall staff or all Village employees. Attorney Lundgren stated that discussions related to specific employees should not occur in open meetings. These discussions need to be held in closed session.

Trustee Gayhart stated that he will be meeting with Dale Youngers after the first of the year to review plans for the lift station improvement project.

Dave Maroo addressed the Board as a resident. He suggested that the Board should not wait for the passage of an ordinance to address the “drop off of people” and that they should provide direction to the police department regarding what the plan is if people are dropped off. Attorney Lundgren reminded the Board that this all needs to be handled with solid legal footing. Klambauer stated, “We feel for these people but we do not have the resources to adequately provide for them.” Quirk followed with, “This kind of human dumping is not permissible and is not something that the Village will support.” Constant and Gayhart voiced support for Klambauer’s statement. Taking into consideration the guidance provided by the Board discussion, Lundgren will research the issue(s) and come forth with a policy and/or ordinance for further discussion and/or action at the next meeting.

PUBLIC COMMENT

None.

ADJOURMENT

Trustee Klambauer moved to adjourn the meeting at 7:45 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for January 8, 2024, immediately following the Regular Board Meeting.
