City of Genoa City Council met Feb. 28.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 7:01pm followed by roll call. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca were present. Alderman Braheny was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-17 within the consent agenda, seconded by Alderman Pulley. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

NEW BUSINESS:

OPEN BIDS FOR PARCEL 0329102030

Mayor Brust opened the single bid that the city received for parcel 0329102030. The bid was from the Genoa Masonic Temple Association for $100.

AWARD A BID AND AUTHORIZE THE MAYOR TO SIGN A QUIT CLAIM DEED FOR PARCEL 0329102030

Alderman Wesner made a motion to award the bid and authorize the mayor to sign a quit claim deed for the parcel to the Genoa Masonic Temple Association, seconded by Alderman Pulley. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

APPROVE A CONTRACT WITH AQUA BACKFLOW, INC, FOR A CROSS CONNECTION CONTROL PROGRAM

Public Works Director Lucas Smith explained that all public water supplies are required to have an active cross connection control program. There are many requirements for these programs in terms of mailing, surveys and other document keeping. This program would allow Aqua Backflow to do this for us at no cost to the city. Alderman Pulley made a motion to approve a contract with Aqua Backflow, Inc, seconded by Alderman Freund. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

RATIFY AN AGREEMENT WITH ENGINEERING ENTERPRISES, INC. FOR AN INITIAL LEAD SERVICE LINE REPLACEMENT PLAN, NOT TO EXCEED $15,751

Public Works Director Lucas Smith explained that this program is to show how we are going to fund the Lead Service Line Replacement Plan, what our current inventory is, and all the administrative requirements when it comes to what is needed to comply with the IEPA requirements. The requirements are brand new, which is why it is recommended to use a firm to build the program to ensure that all criteria are met. In following years this can be done internally. Alderman Hughes made a motion to ratify the agreement with Engineering Enterprises, Inc. seconded by Alderman Wesner. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Jan Tures told the council they are continuously working on the budgets. They are also working on implementing the new permit software and Locis.

PUBLIC WORKS:

Public Works Director Lucas Smith informed the council of all that the department has been doing recently including tree trimming, street sweeping, and the beginning of sewer cleaning on the NE portion of the city. He also announced that they have brought all their CDL training in house which saves about $350 per license. Upcoming projects include the cured in place pipeline and the lead service line replacement project. The First, Prairie, Hickory and Evans street project will be going to bid in April and they plan on starting the water main project mid-April.

POLICE:

Police Chief Smith told the council that they have received seven applications so far for both new and lateral officers. The cutoff for these applications is March 22nd. The K-9 squad is fully complete and the K-9 officer should be back sometime in March. Sergeant Hathcoat also gave an update on the police radios. The radios had not worked within the city hall building for quite some time and Hathcoat was able to secure funding to fix this problem that ended up being about $20,000 with no cost to the city. Hathcoat also gave an update on the tornado sirens as two of them had not been working properly. They are now fixed, and the PD is working on a plan to require more frequent servicing. He also announced that Officer Mike Walsh is now halfway through training.

ADMINISTRATION:

City Administrator Alyssa Seguss announced that there will be a plan commission meeting and public hearing on March 14th regarding outdoor seating at Maddogs and a change in their signage. She also informed the council that the housing plan is nearing completion and will be considered for adoption in March. They have also been working on the structure of a new website for the city. Additionally, the Police Chief position has been posted and will be up until March 17th with multiple rounds of interviews following it.

MAYOR:

Mayor Brust announced that they had an intergovernmental meeting with multiple different groups within Genoa. He also informed the council that he talked with the Fire Chief about dispatch and the potential of switching to Kane County for dispatch.

CLOSED SESSION

Alderman Winter made a motion to enter closed session for the purpose of reviewing the minutes of the previous closed session, for the purpose of discussing the purchase of property and for the purpose of discussing the sale of public real estate, seconded by Alderman Pulley. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Winter made a motion to reconvene regular session, seconded by Alderman Freund. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

APPROVE A RESOLUTION AUTHORIZING THE SALE OF SURPLUS PUBLIC REAL ESTATE

Alderman Wesner made a motion to approve a resolution authorizing the sale of surplus public real estate, seconded by Alderman Roca. No further discussion. Alderman Wesner, Pulley, Fruend, Stage, Winter, Hughes, and Roca voted yes. Motion carried.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 7:50pm.
