DeKalb County Highway Committee met April 4.

Here is the agenda provided by the committee:

The Finance & Administration Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, March 6, 2024. Chair Scott Campbell called the meeting to order at 6:30pm. Those Members present were Tim Bagby, John Frieders, Jerry Osland, Christopher Porterfield, and Ellingsworth Webb. A quorum was established with six members present, one absent. Rukisha Crawford arrived at 6:33pm.

Also present were County Administrator Brian Gregory, Community Development Director Derek Hiland, Mitch Backes of Assured Partners, and Administrative Analyst Liam Sullivan.

APPROVAL OF THE AGENDA

Porterfield moved to approve the agenda. Osland seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE MINUTES

It was moved by Webb, seconded by Bagby and it was carried by voice vote to approve the Minutes of the January 3, 2024, Finance & Administration Committee Meeting.

There were no public comments.

PRESENTATIONS/DISCUSSIONS

Presentation of County Insurance Options with Mitch Backes from Assured Partners

Mitch Backes of Assured Partners, an insurance broker who primarily works with public bodies, provided the Committee with an overview of insurance quotes that he received from Illinois County Risk Management Trust (ICRMT). Backes explained that due to the County’s current self-insured status, it was difficult for him to secure quotes. He explained that insurance companies generally prefer to have five years’ worth of data that is prepared by actuaries. He elaborated by stating that he worked with the County to collect data which he provided to a number of insurance providers, with only ICRMT being willing to take on DeKalb County due to the lack of actuarial data.

Backes provided the Committee with an overview of ICRMT stating that this firm provides insurance to over half of the Counties in the State of Illinois. He went on to state that once the County has worked with ICRMT and is able to have five years’ worth of verifiable data, the door will be open for many other insurance options. Backes then provided the Committee with an overview of insurance options which is attached as Exhibit A.

Gregory stated that staff is working to obtain another quote. Chair Campbell received consensus from the Committee and directed staff to include a discussion of insurance options, as well as an action item for insurance on the April 2024 Finance & Administration Committee Meeting Agenda.

RESOLUTIONS

Resolution R2024-036—A Resolution Approving the Payment of County Claims for March 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging.

Crawford moved to forward Resolution R2024-036 to the County Board. Porterfield seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

ADJOURNMENT

Osland moved to adjourn the meeting. Porterfield seconded the motion and it was carried by voice vote.
