Village of Hinckley Committee of the Whole met March 25.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:16 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Russell Kula, and Steve Gayhart. Quorum Established.

Absent: Alyssa Prickett and Mike Constant.

Also Present: Deputy Clerk Kathy Michaels, Police Chief Gettemy, Ceneca Wagner, Treasurer Dave Maroo, Brandon Kramer (EEI) and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 03/11/24

Trustee Klambauer moved to approve the minutes from March 11, 2024, and Trustee Quirk seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: TEST, Inc. Contract

Trustee Quirk stated that she wanted to make sure everyone agreed with the 10-year contract with TEST, Inc Contract. Trustee Gayhart stated he wants to make sure we have a 60-day cancel policy so either party can end the contract.

ATTORNEY’S REPORT

No Report.

ENGINEER’S REPORT

Brandon Kramer has the Draft Water Source Protection Plan. He asked if all board members would like to receive an email with the attachments. Trustee Gayhart stated he would like all board members to receive it and read it over. He stated he would like it on the Committee of the Whole Meeting for April 8, 2024, for discussion.

Public Safety

For Discussion: No Parking along East side of Rees Street near High School Baseball Fields Chief Gettemy stated he is withdrawing this discussion. They will give the school temporary no parking signs to post during the baseball season.

Streets & Alleys

No Report.

Buildings, Grounds & Parks

Trustee Klambauer stated the roof is ready to begin work. Martin Ramirez stated they can start work next week and be done by April 4th weather permitting. Martin stated they would like to get another check to cover the cost of materials. The job will take 2 ½ days to complete.

Trustee Klambauer advised Stephanie Long will be at the next meeting to give an update on the Spring/Summer Activities for the Parks & Recreation Program.

Trustee Klambauer stated she has been in contact with a former resident who is planting two White Oak trees. One at Pioneer Park and one at Streamside Park on April 19th for Arbor Day. Winding Creek Nursery will be planting the trees. The Hinckley-Big Rock Elementary School has been invited. She also is on the Tree City board in Idaho, and they offer a tree pruning program that teaches the community how and what time of the year you should trim your trees. We could look to see if one is offered in our area.

OPEN DISCUSSION

Trustee Kula asked Trustee Quirk if there has been any progress on the Prairie View fence issue. Trustee Quirk advised Attorney Lundgren has been in contact with JULIE to confirm all information.

ADJOURMENT

Trustee Kula moved to adjourn the meeting at 7:39PM and Trustee Klambauer seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for April 8, 2024, immediately following the Regular Board Meeting.
