Village of Hinckley Committee of the Whole met April 8.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:58 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Russell Kula, Mike Constant, Alyssa Prickett, and Steve Gayhart. Quorum Established.

Absent: None.

Also Present: Chief Gettemy, Treasurer Dave Maroo, Dale Youngers (TEST, INC.), Stephanie Long, Brandon Kramer (EEI), Arnie Schramel (Progressive Energy), and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 03/25/24

Trustee Kula moved to approve the minutes from March 25, 2024, and Trustee Gayhart seconded the motion. Roll call vote: Constant-Aye, Prickett-Aye, Quirk-Aye, Klambauer-Aye, Kula-Aye, and Gayhart Aye. Motion carried.

PRESIDENT’S REPORT

No report.

ATTORNEY’S REPORT

No report.

ENGINEER’S REPORT

Brandon Kramer asked for comments regarding the Source Water Protection Plan. Gayhart stated that he and Youngers are still conducting the initial review and will be prepared to discuss it after the Lead Service Line Replacement Plan is finished. This will be on the next Committee of the Whole meeting agenda.

Public Safety

For Discussion: No Parking along East side of Rees Street near High School Baseball Fields Quirk stated that she had received another request from HBR429 regarding the no parking signs for the east side of Rees Street during baseball games. The school district has offered to pay for the signs and the associated installation costs. These will be permanent, IDOT approved signs. Gettemy advised that an ordinance would need to be passed in order to enforce the no parking restriction. Discussion followed regarding how much/which section of road will be affected. All agreed that the closure signs would be located from the northwest parking lot entrance north to Prairie Street. Quirk committed staff to determine if/where/how the existing ordinance(s) need to be changed.

Streets & Alleys

Buildings, Grounds & Parks

Stephanie Long reported that the winter session went well and there is increased interest for the spring/summer session. There will be lots of “kid focused” programs such as tumbling, dance, art, safety village, etc. The spring/summer flyer is being printed and will be distributed and posted early next week. Long has several questions for the Board regarding specifics related to instructor contracts and liability insurance coverage. The details will be worked out between Klambauer, Long and Quirk. The Board provided feedback that, in future reports, they would like information regarding total enrollments, money received and paid out and future programs. The Board thanked Stephanie for her hard work and encouraged her to keep up the good work!

Klambauer reported that the new roof is on the Village Hall and looks good. Questions raised regarding what work remains to be done. Quirk will look at the contract to determine the status of completion.

Finance & Economic Development

No Report.

OPEN DISCUSSION

Clerk Losiniecki provided the following brief updates:

1. All Village officials need to complete and return (to the County Clerk) the statements of economic interest, as required by State Statute.

2. Reminder to please let Village Hall staff know when meetings are scheduled in the boardroom (outside of regularly scheduled meetings).

3. June 8, 2024 community wide secure shredding event similar to electronics recycling.

PUBLIC COMMENT

Bob Pritchard reported:

1. The Planning Commission voted to forward to the Board a new landscape ordinance. However, there is confusion as to how to fit the landscape ordinance with the existing Tree Board ordinance.

2. Give DeKalb County Day coming up on May 2, 2024. The Hinckley Area Food Pantry, Hinckley Festival Association and Hinckley Historical Society are participating this year. This program benefits non-profit organizations throughout the county.

Losiniecki advised that, due to procedural anomalies, the vote regarding a tree board ordinance that occurred on March 25, 2024 was not binding. This topic will have to be reconsidered at a later date.

ADJOURNMENT

Trustee Prickett moved to adjourn the meeting at 8:32 PM and Trustee Quirk seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for April 22, 2024, immediately following the Regular Board Meeting.
